- The U.S. Coast Guard is setting aside this acquisition for Small Business concerns. The NAICS Code is 336611 and the small business standard is less than 1,000 employees. This acquisition will be issued as a Request for Quotes (RFQ) on or about March 23, 2009 via the Federal Business Opportunities (FEDBIZOPPS) web page at www.eps.gov with quotes due on or about April 15, 2009. The government reserves the right to cancel this solicitation, either before or after the quote opening or closing date. The anticipated scope of this work is estimated to be between $250,000.00 and $500,000.00. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings is available free of charge to contractors upon request not later than three (3) days from the quote opening. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc).The acquisition is for dockside repairs to the USCGC THUNDER BAY (WTGB-108), a 140 foot Icebreaking Tug, at the contractors facility. The vessel availability is for approximately Fifty (50) calendar days, starting on or about June 22, 2009. The vessel has a GEO RESTRICTION of 540 NAUTICAL MILES form their homeport of Rockland, Maine. The scope of this acquisition is for repairs of various items aboard the USCGC THUNDER BAY (WTGB-108). The work will include, but is not limited to clean and inspect fuel storage tanks, remove, inspect, and reinstall propeller shaft, replace shaft seal assembly, remove, inspect, and reinstall propeller, clean and inspect raw water air cooler heat exchangers, clean and test coolers, clean MDE and SSG and boiler exhaust stacks, renew depth indicating transducers, clean shipboard ventilation systems, overhaul and renew sea valves, clean and inspect sea strainers, inspect steering system, remove, inspect, and reinstall rudder assembly, perform anchor, anchor chain, and ground tackle maintenance, preserve and disinfect potable water tanks-partial, preserve sewage collection and seal tanks, preserve underwater body, preserve stern tube, preserve various freeboard surfaces, preserve various superstructure surfaces, preserve fore and aft mast, renew cathodic protection system, routine drydocking, provide temporary logistics, provide access to various compartments for ships structure and machinery evaluation board inspection, remove through hull pipe penetration, renew fire main regulating valves, preserve strainer compartment, preserve aft deck gear locker, and perform minor repairs and reconditioning of propeller. All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualifications procedures.
