Description
The 45th Space Wing issues this sources sought synopsis for information and planning purposes in support of the AFTAC Material Technology Directorate. This synopsis is not to be construed as a commitment by the government nor will the government pay for information solicited. The services to be acquired are primarily concerned with the sustainment, maintenance and enhancement of software applications and environmental models that are part of the AFTAC Integrated Materials Information Management System (IMIMS) both on site at Patrick AFB and off-site at the contractor's facility. The contractor must be able to support day-to-day operations for AFTAC's Nuclear Treaty Monitoring Mission with highly trained (1) full-time on-site support personnel, and (2) off-site support personnel. The contractor must also demonstrate the capability to provide technical assistance to include: (1) routine model maintenance and execution of IMIMS software applications; (2) adapting current models to incorporate higher resolution and/or new data types; (3) data interpretation; (4) data mining; and (5) various quality assurance/quality control activities. The contractor must also demonstrate the capability to assist in solving special problems related to meteorological, chemical engineering, and environmental chemistry issues to include atmospheric chemistry and deposition chemistry. Contract personnel must have a current TS/SSBI/SSPR and a current DCID 6/4 date at the start of the contract. The contractor's facility must have Top Secret clearance with Secret protection. The applicable North American Industry Classification System (NAICS) code and size standard are 541519/$25 million. A firm fixed-price (FFP) contract is contemplated with a one-year basic contract period and four 1-year options. No technical or solicitation document exists at this time. All interested firms should submit a capabilities package that outlines the firm's capabilities in providing the required services. The contractor will be required to establish Associate Contractor Agreements (ACA) with contractors supporting other AFTAC efforts. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. Recent, relevant experience in all areas should be provided. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. The response must not exceed 10 pages. PHONE CALLS WILL NOT BE ACCEPTED.
