Description
The Virginia Contracting Activity, on behalf of the Defense Intelligence Activity/Missile and Space Intelligence Center (DIA/MSIC), Building 4545, Fowler Road, Redstone Arsenal, AL 35898-5500 intends to enter into a contract with Summerfield Atlantic Research Limited, 4375 Jeff Road, Toney, AL 35773-5728. The contract shall be a 12 month, Level-Of-Effort effort to enhance the Government's management activities of foreign air-to-air Foreign Material Exploitation (FME) programs. The effort will provide both project and program management support for related FME activities, as well as, direct analysis of foreign material. The effort will entail coordination with various elements of the US and US foreign government partners supporting a joint FME Program. Significant coordination and detailed, specialized knowledge of events, tests, data collection, analyses, and participants will be required. Summerfield Atlantic Research Limited is currently the only known source with the expertise for accomplishing the requirements of this task. The highly classified nature of the activities and the limited number of personnel from the US and US foreign government partners actually involved in the technical efforts has resulted in specialization and limited or no overlap in function while executing the programs. In conducting this effort, the contractor shall perform in accordance with the tenets and requirements contained within the Statement of Work (SOW) listed on the Missile and Space Intelligence Center (MSIC) webpage - http://ns.msic.dia.mil/. The SOW is provided under the "Current Contracting Activity" link. The period of performance for this effort shall be 12 months from date of award. FAR solicitation provisions 52.212-1, Instructions to Offerors - Commercial Items; 52.212-3, Offeror Representations and Certifications - Commercial Items; 52.212-4, Contract Terms and Conditions - Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items are applicable to this requirement. No solicitations shall be issued other than this notice. Proposal submissions are due not later than close of business (4:00 CST) on 26 March 2009.
