Description
The U.S. Navy, Naval Facilities Engineering Command Mid-Atlantic intends to invite bids for the following project: Design/Bid/Build to Construct Additions to the NATO Supreme Allied Commander Transformation Headquarters (HQ SACT) in Norfolk, VA. The purpose of this project is to construct 4,930 sq m of additions for office and support functions to HQ SACT Building NH-31; demolition of the existing building NH-31B; construction of a new facility to replace this building; and construction of a separate 3,045 sq m office building to accommodate the National Liaison Representatives. Also, the project includes the removal and replacement of a portion of an existing road, increased parking area, and increased and improved supporting infrastructure. The U.S. Navy is serving as the contracting agency for this project, which is being funded within the framework of the Infrastructure Committee. The method of soliciting proposals is the National Competitive Bidding Plus (NCB+) procedure. The estimated cost of construction is between $25 million and $100 million. The contract will be Firm Fixed Price. The reference to identify this project is: Solicitation N40085-09-R-5041. The U.S. Department of Commerce will be using the same reference. The classification of this project is: NATO UNCLASSIFIED. The U.S. Department of Commerce will nominate to the bidders list for this project only those companies that have been pre-approved for participation in NATO International Competitive Bidding (ICB). In addition, the companies must have performed similar contracts within the last five years substantially similar in scope to the requirement described in the solicitation. Contractor personnel performing services under the contract must be citizens of a NATO nation and have appropriate professional training and experience in a related field. The U.S. Navy reserves the right to carry out a general financial and technical screening of any firm. BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the contracting agency for NATO ICB projects. Its role is to approve for participation in NATO ICB those facilities that are located within the United States. Only facilities that have first been approved for participation in NATO ICB may be nominated to the bidders list for a NATO ICB project. The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the point of contact for the bid documents After approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. A DOE is used to nominate an approved firm to the bidders list for a particular NATO ICB project. IMPORTANT DEADLINES 1. Final date to request a Declaration of Eligibility: 20 April 2009 2. Anticipated date that the solicitation will be posted on the Navy Electronic Commerce Online (NECO) website: 29 June 2009 Interested firms must register on the NECO website to obtain the solicitation, technical plans, drawings, specifications, and any information relevant to this project: https://www.neco.navy.mil 3.
