- This will be a competitive acquisition for the award of an Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) for Facility Repair and Renewal (FRR) at Fort Richardson, Alaska. The acquisition will be issued as a Small Business Set-Aside under NAICS 236220 and the Government intends to award up to two contracts under this IDIQ MATOC. The purpose of the FRR program is to support the Army with their facility repair, renovation, conversion, alteration, addition, construction, equipment procurement/installation, and maintenance requirements. Offerors must be able to perform multiple task orders simultaneously and may be required to investigate problem areas in need of repair, evaluate and recommend solutions, develop work plans and perform construction, repair, or maintenance efforts to include architectural, mechanical, electrical, civil, structural, instrumentation, communications, security, force protection and safety as well as environmental and hazardous materials abatement of Government facilities. Offerors must have the capability to perform all work required under this contract at Government facilities in accordance with all applicable technical publications, codes, and specifications. The Government will evaluate offerors utilizing a best value approach considering, at a minimum, repair and construction experience, past performance and the firm's organizational/technical approach to projects similar to those anticipated to be executed under this contract. The total MATOC contract is for a one-year base period plus 1 one-year option period and shall not exceed $50,000,000.00. Individual task order awards will be firm fixed-price and fair opportunity will be afforded to all MATOC contract holders. The majority of task orders are not anticipated to exceed $3,000,000.00. Performance and payment bonds will be required. Prospective offerors must be registered in the DOD Central Contractor Registration (CCR) database prior to award of a contract.
