- The Uniformed Services University of the Health Sciences (USUHS), the DoD (Department of Defense) Medical School and Health Sciences University, has a support services requirement for the DoD Tri-Service Nursing Research Program (TSNRP). The selected contractor will be required to provide qualified personnel to perform a variety of services to include, but not limited to the following: (1) Program Management (2) Program Outreach (3) Pre-Award Grants Management (4) Post-Award Grants Management (5) Program Meetings/Workshop Management (6) Final Reports Management The Tri-Service Nursing Research Program is a congressionally mandated initiative designed to facilitate nursing research by military nurses. TSNRP’s mission is to provide resources for the conduct and use of research to foster excellence in military nursing care. The duties of the TSNRP entail the following: (1) Infrastructure and educational support for nurturing/retaining military nurses and military nurse scientists (2) Grants to military nurses to translate research findings to military health care systems (3) Grants to military nurse scientists to conduct military unique and relevant research which will lead to improvements in the care of military service personnel and their beneficiaries A doctorally prepared military nurse (Executive Director) directs TSNRP. The Executive Director oversees and is responsible for all operations and actions of the program. The Executive Director reports directly to the Chief of the Army, Navy, and Air Force Nurse Corps. Additionally, the Executive Director also serves as the Contracting Officer’s Representative (COR). As COR, the Executive Director is delegated to perform certain contracting functions as specified in the COR Clause and Appointment Letter. The specific requirements for the program parts are very briefly described in the subsequent text, and they will be described in more detail in the solicitation, or request for proposals (RFP), that is to be issued shortly. · Program Management requires the contractor to provide administrative staff to support day-to-day operations to manage the office workload of administrative duties, such as, but not limited to, handling correspondence, copying, and mailing; maintaining entries into databases; processing orders for program supplies and services; processing travel orders and claims, and keeping track of travel expenditures · Program Outreach requires the contractor to review, update, and maintain the TSNRP web site; distribute program educational brochures to designated groups and schools · Pre-Award Grants Management requires the contractor to provide direct support for all activities related to processing proposal applications for reviews. · Post-Award Grants Management requires the contractor to provide management for all active funded grants and review of past funded studies. · Program Meetings/Workshop Management requires the contractor to provide support in conducting workshops, meetings, and seminars. The contractor will be required to provide administrative, logistical, and meeting-planning aspects for the various types of meetings. · Final Reports Management requires the contractor to provide management of all final reports A cost reimbursement fixed-fee contract for non-personal services not to exceed five years, inclusive of a base period and four option periods, is anticipated to be awarded. This requirement is a 100% small business set-aside, and contractors shall be expected to follow the self-certification requirements of the FAR (Federal Acquisition Regulation). The NAICS is 561110, “Business Management Services,” and the corresponding small business size standard is currently $7.0 million. In accordance with FAR 5.203 (a), this presolicitation notice is being issued at least 15 days prior to the anticipated date of release of the solicitation, or RFP, for these services. It is anticipated that the solicitation will be available for downloading at http://www.fedbizopps.gov no later than April 2, 2009. Interested vendors should check the FedBizOpps web site for solicitation availability. No phone inquiries regarding the posting of the solicitation will be accepted. All questions concerning the ensuing solicitation must be directed by email to tosin.abari@usuhs.mil. In accordance with FAR 5.102 (a)(1), the solicitation is required to be made through the FedBizOpps portal, and the transmission must comply with the interface description available via the Internet at http://www.fedbizopps.gov. Since electronic commerce is being utilized in the solicitation process, availability of the solicitation is being limited to the electronic medium, as allowed per FAR 5.102 (d). Any small business unable to access the FedBizOpps web site may, on a case-by-case basis, request a copy of the solicitation be provided to its electronic address in accordance with FAR 5.102 (c)(1).
