Oliver OFFICE: 804 734 4594 FAX: 804 734 4633 Gordon.w.oliver@conus.army.mil DESCRIPTION ALMC ARMY COMBATIVE CONTRACT SUPPORT FORT LEE MISSION & INSTALLATION CONTRACTION COMMAND, DIRECTORATE OF CONTRACTING LEE, FORT LEE, VA, INTENDS TO SOLICIT AND AWARD A BASE PLUS CONTRACT TO A SMALL BUSINESS. The Contractor shall provide all services, Army Combative Instructor, Administrative Assistant and equipment, except that specified as Government-furnished, to perform Army Combative Contract Support. The contractor must have expertise in Army Combative training by having achieved Skill Level 4 Modern Combative Certification. The contractor must have a minimum of three years experience training/teaching martial arts at the black belt level or the equivalent in their discipline, such as Instructor Level in Muay Thai. The government will provide the contractor with an approved training plan with detailed information on subjects to be covered during each training session. The contractor shall work with the government point of contact to modify the curriculum, as needed, to reflect current training methods and improve on the existing training plan. The contractor shall be required to work at the ALMC, Fort Lee, VA. Class sizes are an average of 45 students. Students are officers in the rank of Captain or Lieutenant. The government will provide Small Group Instructors (SGI), in the rank of Captain or Major, who is Combative Skill Level 1 certified, to work with the contractor as assistant instructors. SGIs will posses the proper training to help supervise and demonstrate maneuvers. If a SGI is not certified, the SGI will take training with a student class to become Skill Level 1 certified. The contractor shall provide an administrative support. The Government will issue a 100% small business set-aside solicitation. Contract award will be made on the basis of Best Value. Evaluation factors will be listed in order of importance in the RFP. The expected award shall consist of one base period of performance (1 May 09, or date of award, through 30 April 10) and may include up to four option periods of performance. There is no guarantee that any option period of performance will be exercised. The entire solicitation package will be made available on the Federal Business Opportunities (FedBizOpps) website at http://www.fedbizopps.gov/ and the Army Single Face to Industry (ASFI) website at https://acquisition.army.mil/asfi/. Requests for copies of the solicitation package by any other means will not be honored. Potential offerors are responsible for monitoring the FedBizOpps and ASFI websites for the release of the solicitation package or subsequent solicitation amendments. The Solicitation will be issued on or about 31 March 2009. This Solicitation does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs. The North American Industrial Classification System (NAICE) code is 713990 with a standard size of $7,000,000.00. Any interested qualified and reasonable small business offeror that feels they can satisfy this requirement must identify their interest, experience, and capability to satisfy the requirement no later than 12:00 noon, Tuesday, 7 April 2009. Pursuant to FAR 4.1102(a), prospective contractors shall be registered in the Central Contractor Registration (CCR) database prior to award of a contract.
