- This is a combined/solicitation Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI9053 and the solicitation is being issued as a Notice of Intent on a sole source basis. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular (FAC 2005-30). This acquisition will be processed under Simplified Acquisition Procedures. The National Institute of Allergy and Infectious Disease (NIAID) intend to procure a maintenance contract from Beckman Coulter to maintain a Biomek Robotics Automated Systems and components to include the following a)Biomek FXP Dual Multichannel Span-8; b)Biomek FX P30/384 Dispense; c)BRT Robotic Transport-Quantity of 2; d)DTX 880 Multimode Detector; e)Biomek FX Disposable Tip Loader; f)Incubator, XFR STA-CY2;g)Microplate Hotel & Transfer Kit; h)Beckman Coulter Marketed Computer-Quantity of 2; i)Plate Sealer; j)Biomek NXP Multichannel; k)Biomek FX Disposable Tip Loader; l)BFX Orbital Shaker Alp in the lab. The Biomek Robotics Automated Systems maintenance contract must consist of the following requirements: (1)Comprehensive Coverage provides full service support for the instrument. Budgeting is simplified as service costs are fixed for the duration of the agreement. Ordering processing is minimized. (2)Unlimited Emergency Service with no additional charges for on-site labor, travel time, or travel expenses during Beckman Coulter's normal business hours. (3)Scheduled Preventive Maintenance Calls As Indicated On Your Service Agreement-(PMC'S) increase instrument reliability and performance. Thorough PMC procedures include inspection, cleaning, and making any necessary repairs or adjustments to meet published factory specifications. Minor problems are corrected to prevent catastrophic failures that jeopardize valuable samples and lab productivity. (4)Replacement Parts are provided with this agreement. UV lamp coverage is also requested. (5)Engineering Modifications are included and are installed without charge during the preventative maintenance visit. (6)Factory Trained And Certified Service Engineers perform all service repairs. (7)Total System Support is required. Application assistance, operator training or retraining, field rotor inspections, rotor care seminars, software, software and computer assistance. (9) Call Center with trained product specialist will provide support and solutions for instrument needs. The contractor must agree to bill quarterly in arrears. Contractor maintenance agreement will be for one year. The North American Industry Classification System (NIACS) Code for this acquisition is 811219, and the small-business size standard is $6.5 million dollars. This is a firm fixed-price contract and the FOB terms are "Destination" and Net 30. FAR provisions and clauses that apply to this acquisition: FAR 52.212-1, Instructions to Offerors, Commercial Items; FAR 52.212-3, Offeror Representations and Certifications-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items; FAR 52.225-1, Buy American Act-Supplies; FAR 52.204-7, Central Contractor Registration; and FAR 32.703-2, Availability of Funds, FAR 52.232-34, Payment by Electronic Funds Transfer-Other than Central Contractor Registration. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee will be registered in the CCR at www.ccr.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award.] All responsible sources may submit an offer that will be considered by the Agency.
