Description
This is not a solicitation and a written proposal is not requested in response to this announcement. The purpose of this announcement is to invite questions and comments in response to the draft Request for Proposal (RFP) HSFEHQ-09-R-0046 for Temporary Housing Unit (THU) facility support services. The purpose of inviting questions and comments is to assist the Federal Emergency Management Agency (FEMA) in providing a clear, concise and comprehensible final RFP. With this objective, all comments and questions are encouraged. Questions and comments must be submitted using the RFP Comment Tracking Database format (excel template provided). Please submit the RFP Comment Tracking Database to Ms. Mary Petruzzo, Contract Specialist, at Mary.Petruzzo@dhs.gov and Ms. Carolyn Abney, Contracting Officer, at Carolyn.Abney@dhs.gov no later than March 1, 2009. FEMA may not provide responses to offeror questions or comments as part of the draft RFP process. FEMA anticipates release of the final RFP on or about April 10, 2009. FEMA anticipate awarding one (1) hybrid fixed-price/time-and-material, indefinite quantity contract in response to the final RFP. Competition for this effort will be full and open after the exclusion of sources. This requirement is set-aside as a Total Small Business set-aside under the North American Industry Classification System (NAICS) code 561210, Facilities Support Services. FEMA strongly encourages interested vendors to utilize the FBO Interested Vendor List as it promotes subcontracting opportunities. Vendors are advised to read the FBO Vendors Guide for information on this module. The FBO Vendors Guide is available on www.fbo.gov. Background: The primary mission of the Federal Emergency Management Agency (FEMA) is to reduce the loss of life and property and protect the Nation from all hazards, including natural disasters, acts of terrorism, and other man-made disasters, by leading and supporting the Nation in a risk-based, comprehensive emergency management system of preparedness, protection, response, recovery, and mitigation. The Logistics Management Directorate (LMD) is the FEMA, Department Homeland Security (DHS) program office responsible for logistics policy, guidance, standards, execution, and governance of logistics support, services and operations. The Temporary Housing Unit (THU) program provides logistical support in the receipt, storage, preventative maintenance, transportation and disposition of the housing units immediately before and after deployment for use in disasters. The THU program is responsible for the housing flow of all THUs through the Readiness, Response and Retrieval phases of a housing mission.
