Description
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), NESDIS Acquisition Division, Simplified Acquisition Team intends to negotiate on a sole source basis with NLETS (National Law Enforcement Telecommunications Systems), Inc. using the procedures in FAR Parts 6 and 13. The National Weather Service, Office of the Dissemination Systems Branch, has a requirement to provide membership with NLETS. This membership will provide critical data exchange throughout the United States. The National Weather Service, Office of the Dissemination Systems Branch, produces meteorological and other public safety-oriented products that must be delivered to users as quickly as possible, often to safeguard life and property. NLETS operates a unique, highly efficient nationwide data exchange network that links state, local, federal, and international public safety agencies. NLETS maintains the telecommunications circuits and computer facilities, and all agencies within each state are serviced. Establishing an NLETS membership and using the NLETS backbone will allow NWS to greatly improve it's mission-critical requirement to deliver time-sensitive data to first-line responders, who must frequently take actions to ensure the public safety during emergencies. This is critical to NWS plans to improve information exchange, and the consequences of not utilizing this service will be a greatly diminished capability to provide users with much needed information relating to public safety and environmental hazards". The National Law Enforcement Telecommunications Systems (NLETS) is the only known source for a computer-based message switching capability that links together state, local and federal agencies for the purpose of information exchange. The goal and objective of the NLETS (National Law Enforcement Telecommunications Systems) membership is to improve the accuracy and efficiency of information sharing between NWS, the states, and other federal agencies. The membership provides access to existing NLETS (National Law Enforcement Telecommunications Systems) telecommunications infrastructure nationwide, which links 30,000 agencies in all 50 states, most federal agencies, and other partners with a state of the art, high speed, secure frame relay network. This access will allow time sensitive data to be delivered much more efficiently to users at both the state and federal level. The NLETS data exchange network is unique in that it is the only telecommunications network linking so many state and federal agencies together for the purpose of improved public safety. Links to federal and international systems are also provided in much the same manner. There is no other entity that can provide the NWS with such extensive telecommunications services. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1, Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 519190, small business size $6.5million, in dollars. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Capability statements and related materials must be e-mailed to Amy.Sanderswhite@noaa.gov or faxed to (301) 713-0806 by April 4, 2009. Award will be made using FAR 13, Simplified acquisition procedures, current through FAC 2005-30. The determination to compete or not compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
