- SPECIAL NOTICE TO CONTRACTORS PLEASE BE ADVISED, THE CLOCK TOWER BUILDING IS LOCATED ON ROCK ISLAND ARSENAL WHICH IS A SECURE U.S. ARMY INSTALLATION. ACCESS TO THE INSTALLATION CANNOT BE GUARANTEED. _Offerors are cautioned that due to the heightened security measures being taken on Rock Island Arsenal, access for proposal delivery will take significantly more time. Despite this, offerors are responsible for ensuring that their proposals arrive prior to the scheduled closing time. _Visitor Requirements: Have valid motor vehicle operators license, valid photo identification, vehicle registration, proof of liability insurance, and a POC (Rock Island District POC for those delivering proposals is: Contracting Division telephone 309/794-5312 or 309/794-5613 or 309/794-5628) _Vehicles are subject to search. Foreign nationals must be approved at least two weeks in advance by Rock Island Arsenal Security.
