- The U.S. Department of Housing and Urban Development (HUD) is issuing Request for Proposal (RFP) Number R-CHI-00991 in support of the Philadelphia Homeownership Center. This procurement is for closing agent services for single family properties owned by HUD throughout the State of Ohio. The contractor shall perform closings on HUD-owned properties within the required time-frame. The estimated quantity of annual closings is 5,500. The work requirements will set out in the Statement of Work which will be within the RFP. The proposed contract is 100% set aside for small business concerns. Proposed contracts are for a performance period of 4 years. Contracts will be performance-based with incentives and disincentives. The North American Industry Classification Systems (NAICS) Code is 541191 with a size standard of $7.0 Million average annual sales for the last three years. Solicitation package will be available on or about April 4, 2009. Proposals will be due on or about May 4, 2009. Please submit questions or requests to Pat Leseman, Contract Specialist, 920 S.
