- MARKET RESEARCH AND AUTHORIZATIONRFP VA-69D-08-RP-0604 Intend to purchase subject services in accordance with Public Law 104-262 Veterans Health Care Eligibility Reform Act of 1996 (VHCERA) and VA Directive 1663 entitled "Health Care Resources Contracting - Buying" using commercial item services format. 38 U.S.C. 8153 is the authority used for this specialized medical resource solicitation with an affiliate. The University of Illinois (U of I) is VA Chicago Health Care System's affiliate and has a residency-training program. Therefore, U of I meets the criteria outlined in VA Directive 1663 as a sharing partner. It has been determined that Pharmacy Clinician Services are services offered and sold competitively in the commercial marketplace and are performed under standard commercial terms and conditions, and will be procured using fixed-firm pricing contract (enhanced health care resources are commercial services).
