Description
This is an open solicitation notice for a class of contractual actions that will be procured under existing Basic Ordering Agreements (BOAs) for the manufacture of Neutron and Gamma Ray Shields in accordance with specifications created by the National Institute of Standards and Technology (NIST)/Center for Neutron Research (NCNR). The NIST/NCNR is a large laboratory facility consisting of a suite of instruments that measure the interaction of radiation with various materials to study their structure and properties. The NCNR maintains a wide variety of instruments that allows great flexibility in the type of samples and phenomena that can be studied and measured. One common requirement on all instrumentation is radiation shielding, both to protect personal safety and to ensure the validity and purity of the data collected on the instruments. Shielding varies according to the type and magnitude of the radiation being targeted, but in terms of volume, the vast majority of shielding consists of tanks or shells that are filled with a mixture of steel shot and paraffin wax. Because of the goal of remaining a state-of-the-art neutron scattering facility, the NCNR continues to evolve by adding new instrumentation and upgrading existing instrumentation. Part of this evolution is a continual, but highly variable need for new shielding. This requirement may result in orders under the existing BOAs for purchasing completed Neutron and Gamma Ray Shields, custom-made to satisfy the parameters and specifications provided by the NCNR Engineering staff. NIST intends to compete future requirements among and award orders to existing BOA holders based on the lowest proposed fixed price. At this time, there are four BOA holders with BOAs for the period beginning March 10, 2006 through March 9, 2011. To date, the cumulative total of orders placed under the BOAs is $145,000. The four BOAs described above were competed via small business set-aside and awarded on a competitive basis in March 2006. The solicitation, all associated documentation, and amendments were posted to Federal Business Opportunities at www.fbo.gov under solicitation number SB1341-05-R-0010. Interested parties with the capability to manufacture Neutron and Gamma Ray Shields may respond to this notice with a written statement of capability. The statement of capability will be reviewed by the NIST Technical Team. The statement of capability may be followed by a Request for Proposal (RFP) package which will require the interested party’s complete proposal in accordance with the requirements of the solicitation. The party shall be permitted 45 days to respond to the request for proposal. The RFP would reflect all of the requirements of SB1341 05 R 0010 updated with clauses and provisions in effect on the date the Government issues the RFP to a prospective Contractor. NIST will evaluate the Contractor’s proposal in accordance with the evaluation criteria included in the solicitation. Parties determined capable of performing the required work will be issued a Basic Ordering Agreement and will have the opportunity to compete among other BOA holders for future orders. This notice shall remain open continuously throughout the period of performance of the Basic Ordering Agreements. This notice will be amended on a quarterly basis, in order to provide specific notice of the number of solicitations for BOA orders issued within that quarter, and to update the cumulative award amount set forth above. In no event will the cumulative orders placed under the BOAs exceed $1,500,000.
