Description
Statement of Need for Tyndall AFB, FL Base Cable Contract The contractor shall provide and perform the installation and maintenance of a Cable Television (CATV) system for Tyndall AFB, FL. The contractor shall focus on safety, installation standards, environmental compliance, quality assurance, and customer service. CATV installations shall consist of all pertinent connections, jacks and inside-wire to provide Government subscribers CATV services at their designated work location, local businesses and all Sand Dollar Inn military lodging facilities located on Tyndall AFB. The contractor shall be responsible for the maintenance and sustainment of all CATV outlets and associated inside-wire installed in Government-owned facilities, local businesses and Lodging on Tyndall property for the purpose of providing contracted CATV services and/or systems. The Contractor shall provide a basic tier of service, which will include all services required by the rules of the Federal Communication Commission and any other federal law or regulation. Additionally, the contractor shall provide, at no additional cost to the Government, three permanently dedicated cable channels for the purpose of broadcasting Government-owned and operated programming—two Commander’s access channels and the Pentagon channel. The two Commander’s access channels shall be used for internal and base unique messages specific to Tyndall AFB—one channel for publishing base information originating from the installation’s Public Affairs office and one information channel for the 53rd Weapons Evaluation Group. Perhaps there might be a second internal access channel for AFNORTH, the requirement is being approved at this time. The channel designated for the 53 WEG will be limited to viewing by military operation facilities on the flight line only. The Contractor shall not be obligated to provide program origination equipment to the Government for use in operating the Government access channels; however, the contractor shall be responsible for all associated equipment required to insert Government-originated programming into the contracted CATV channel line-up. The contractor shall also be responsible for downlink of the commercial-free Pentagon channel satellite feed and insert into the base CATV channel line-up for viewing by all CATV subscribers located on Tyndall AFB serviced by the contractor. An approved government-owned satellite dish and receiver will be provided by the government if the vendor’s equipment is not capable of receiving the Pentagon satellite transmission; however, the contractor shall be responsible for all touch-maintenance. The Government QAE will act as liaison between the vendor and the Pentagon channel customer support for equipment sustainment and acquisition of replacement parts to maintain government furnished Pentagon channel satellite equipment. An additional service requirement exists for emergency override capabilities. The contractor shall provide an emergency override system that will permit the installation commander to simultaneously interrupt all channels on the cable system with a live or recorded voice or other audio signal message. The override signal will originate at the base Command Post operator's console and shall be transmitted via telephone cable to the contractor's cable system. The equipment necessary to transmit the override signal from the operator's console to the contractor cable system will be provided by the Government. The contractor shall ensure that the override signal shall blank all audio signals so that only the override signal is heard on all channels. The period of performance is anticipated to be a base year plus four option years, a total of five years of CATV service. The CATV service start date is tentatively October 1, 2009. Basic estimated workloads of the above mention materials are as follows: Basic Estimated Workload Data ACTIVITY ESTIMATES Installation/Maintenance of Outlets (base) ~225 drops Installation/Maintenance of Outlets (Lodging) ~560 drops Relocation of Outlets ~10 annually Disconnect Outlets ~10 annually New Installations ~10 annually Note: Estimates are based on a recent data call of all working outlets on Tyndall AFB. Relocations, disconnects and new installs are averaged based on historical data; however, we cannot exceed the current total number of drops and budget authorized by higher headquarters. Does your company supply its own cable, jacks and inside-wire maintenance? 8. Is your company capable of 24/7 maintenance support for Tyndall mission-related (priority) services? 9. Does your company provide cable locating services or is it contracted, i.e., Sunshine One-Call? 10. Does your company offer corporate bulk/facility billing rates in addition to per drop rates? 11. Does your company sub-contract work and if so, what type/portion of the work is contracted out? 12. Does any of your employees/sub-contractors carry security clearances and/or are they capable of passing security background checks? Note: Clearances are not required; however, background checks are mandatory.
