Description
The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), Silver Spring, Maryland, intends to negotiate on a noncompetitive basis with GovCorps of Columbia, MD, to provide expertise and contract support to NOAA OCIO's High Performance Computing and Communications (HPCC) program. Vendors who believe that they can meet this requirement are required to submit in writing an affirmative response demonstrating the can meet the Governments requirements: By demonstrating they can providing expertise required in high performance computing contractual requirements, the ability to understand and properly enforce contractual performance metrics specific to high performance computing and the ability to assist the program office with its future HPCC procurement planning. The planning includes performing risk analysis and pervading strategy recommendation in areas such as acquisition approach and award structure. Show they have developed the knowledge, processes and documentation templates to provide the needed assistance within a compressed time frame. All written responses must include a written narrative statement of capability, including detained technical information and other technical literature demonstrating the ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish bona fide capability to meet the requirements. Failure to submit documentation will result the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. GovCorps is a small business. Affirmative written responses must be received no later than 15 days after this publication to this synopsis. This requirement is being done as a simplified acquisition. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION 1. Requesting agency and contracting activity: The requesting agency is the Office of the Chief Information Officer (OCIO), National Oceanic and Atmospheric Administration (NOAA), Department of Commerce (DOC). The contracting activity is the NWS Acquisition Management Division. 2. Nature and/or description of the action being approved: The DOC NOAA OCIO is responsible for executing NOAA's high performance computing and communications (HPCC) mission. This mission accelerates the adoption of advanced computing, communications and information technology throughout NOAA. NOAA's HPCC program is also home to the world's premiere climate forecasting laboratory and its modeling efforts in weather forecasting provide finer resolution in global and regional models that result in better weather forecasting and warning services. This, in turn, enables NOAA's researchers to collaborate effectively, efficiently, and easily with colleagues throughout NOAA, the nation and the world. NOAA awarded multiple high performance computing support services contracts to achieve this mission. The total contract value between these contracts exceeds one-half billion dollars and spans across multiple years. External, expert acquisition support services are needed to ensure continuity and effective execution of the multi-year, multi-million dollar effort of NOAA's HPCC program. 3. A description of the supplies or services required to meet the agency's needs (including the estimated value): • Provide expert pre-award and post-award acquisition support services to NOAA. NOAA requires these support services and expertise to minimize the risks inherent in procuring HPCC systems of this magnitude and complexity. These acquisition support services require knowledge of high performance computing contractual requirements, the ability to understand and properly enforce contractual performance metrics specific to high performance computing, and the ability to assist the program office with its future HPCC procurement planning. This planning includes performing risk analysis and providing strategy recommendations in areas such as acquisition approach and award structure. • Estimated Value - simplified acquisition 4. An identification of the statutory authority permitting other than full and open competition: 41 USC 253(c)(1) - Only one known responsible source. 5. Demonstration the proposed contractor's unique qualifications or the nature of the acquisition requires use of authority cited: GovCorps has been providing expertise and contract support services in the execution of the NOAA OCIO's HPCC program. They have developed the knowledge, processes, and documentation templates to provide the needed assistance within the time frame required. Between the pending economic stimulus packages, the inclusion of the Hurricane Forecast Improvement Program (HFIP) and current contract expirations, the HPCC program is on a very compressed time schedule from NOAA and GovCorps is the only company with the intimate process knowledge to assist in a timely manner. GovCorps' unique qualification is its combination of acquisition expertise and an understanding of high performance computing. GovCorps utilized this unique mix to successfully protect the Government's interests, minimize risk, maximize value, and avoid possible contractual litigation. Given the contractual and program complexities, the sheer dollar value of the HPCC contracts and the compressed time schedules from which NOAA must execute, awarding this contract action to the same vendor insures uninterrupted HPCC program support and lowers the Government's overall risk. 6. A description of efforts made to ensure offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies: This requirement will be posted in FedBizOps and all responses will be evaluated before a decision for award is made. 7. Determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable: A determination to see if the cost is fair and reasonable will be made and cited in the price negotiation memorandum before award. 8. Description of the market research conducted (see Part 10) and the results or a statement of the reason market research was not conducted: See # 4 and #6 above. 9. Any other facts supporting the use of other than full and open competition. None. 10. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition: None. 11. A statement of actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: Analysis and market research will be done to see if any new requirement can be done competitively. 12. Contracting officer certification that the justification is accurate and complete to the best of the contracting officer's knowledge and belief: The contracting officer's signature on the first page of this justification constitutes certification.
