- This is a sole source procurement under the Other than Full and Open Competition (FAR 6.302-1). The associated NAICS code is 541511. The West Palm Beach Department of Veteran Affairs Medical Center (VAMC) intends to award a sole source contract to Pharmaconomics Inc, 2101 Park Center Dr Suite 260, Orlando FL 32835. This award is for a construction oversight of the clean room environment to maintain federal compliance with the new pharmacy mandates in accordance with USP Chapter 797. Pharmaconomics Inc has been found to be the only source available to provide the required combination of services to the West Palm Beach VAMC. This award encompasses remote daily monitoring of room pressures, temperature and humidity and laminar flow hood pressures to assure ongoing environment performance. Scheduling and reviewing of all required environment culture, necessary testing processes on an ongoing basis, including corrective action plans as needed; together with weekly site visits to monitor the construction process. As well as initial certification and re-certification of all clean rooms and training, along with initial training, certification and re-certification of all personnel. Personnel Certification includes onsite 4 hour didactic session (Aseptic Principle and Microbiology) on site 2 hour practical training and certification for Low and Medium Risk sterile products. Pharmaconomics will also provide a complete set of standard operating policies and procedures to maintain environment and personnel performance and compliance. Since no other company was found to provide a combination of the listed services, Pharmaconomics Inc was found to be the only source that will satisfy the agency requirements. This Notice of intent is not a request for competitive quotes; however, any firm that believes it can meet these requirements, may give written notification to the Contract Specialist. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
