- This is a notice of Intent to Award a Sole Source, fixed price contract for training required for certification under the authority of FAR 6.302-1 to AccessData Corporation, 384 South 400 West, Suite 200, Lindon, UT 84042. The FBI Computer Analysis Response Team (CART) Unit is tasked with providing the most up-to-date methods of acquiring, examining and presenting computer generated (digital) evidence. The Digital Evidence Laboratory (DEL) Training Program provides training and certification for CART Forensic Examiners. AccessData is the maker of the primary processing tool used by CART Forensic Examiners. The software is called Forensic Tool Kit (FTK). AccessData holds propriety licenses to its software and is therefore the sole provider of the software. Training using this software is a required class for certification for all Forensic Examiner Trainees. Training is hands-on and provides students with the knowledge and skills necessary to effectively use AccessData's forensic software tools. These include FTK Imager, FTK and Password Recovery Tool Kit. Training for certification also requires students to have the knowledge and skills necessary to conduct an effective Windows-based investigation using advanced search and filtering techniques with the AccessData Ultimate Toolkit. Classes are given at various training facilities within the United States and have a maximum of 24 students per class. The detailed in depth level of training required by CART involving this required software is available only from the maker of the software, AccessData Corp. No other vendor can provide the appropriate level of technical expertise for this specific training. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) web site www.fedbizopps.gov. Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. Extensive research conducted with knowledgeable individuals in Government and the related industry has determined AccessData the only responsible source capable of meeting the FBI's requirement. This notice of intent is not a request for competitive quotations, however, interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 4:00PM EST, Monday, March 23, 2009 to Ms Debra E. Chapman via email to dchapman@fbiacademy.edu. All correspondence shall reference RFQ 09-Q-E007264. Phone calls will NOT be accepted. Information received will be used solely to determine whether to conduct a competitive procurement. This contract will be awarded as a commercial item in accordance with the Federal Acquisition Regulation, Parts 12 and 13.5. The awardee must be registered in the Central Contractor Registration Database and the Online Representations and Certifications. In addition, interested parties must also be registered and have completed the On-Line Representations and Certifications Application (ORCA).
