- Synopsis/Pre-solicitation Notice: Medical Parking Garage Construction Fort Bliss, El Paso, Texas CONTRACT INFORMATION: This construction contract will be procured through a one-step best value request for proposal (RFP) process with a Small Business set-aside competition. This project will include the construction of a new Medical Parking Garage in the footprint of the existing parking at the William Beaumont Army Medical Center (WBAMC) and adjoining Veterans Affairs (VA) medical clinic, Fort Bliss, El Paso, Texas. The primary facility is a new three story parking garage with elevator and an option for skywalk access to WBAMC and VA facilities. Supporting facilities include utilities and rework of the existing surrounding surface parking lot. Antiterrorism measures and access for individuals with disabilities will also be provided. The magnitude of construction is estimated to be more than $10 Million. The RFP is anticipated to be issued on or about 7 April 2009, and offers will be due on or about 07 May 2009. No public bid opening procedures are applicable to this solicitation. This Bid is restricted to competitive Small Businesses. A firm fixed price " Small Business " contract is anticipated to be awarded using "Best Value" evaluation criteria. Anticipated award date is 15 June 2009. Anticipated project completion date is 1 August 2010 and or 380 days after notice to proceed. The successful offeror is required to perform at least 25 percent of the final cost of the contract, not including the cost of materials, with its own employees. The 2002 North American Industrial Classification System (NAICS) code applicable to this project is 236220. SIC is 1542. The Product Service Code is Y199. The Small Business Size Standard is $33.5 Million. After solicitation issuance, contractors may view and or download this solicitation, specifications and all amendments at the following internet addresses: Army Single Face to Industry ( https://acquisition.army.mil/asfi/ ) or on the Federal Business Opportunities Website ( www.fbo.gov ). Type in the search box the solicitation number W9126G-09-R-0077. (Do not include period in link). The use of the websites requires prior registration. Plans and specifications will not be made available in paper format or on compact disc. It is the Offerors responsibility to monitor the FedBizOps website and or any other official government website for amendments to the solicitation.
