Description
The U.S. Department of Energys (DOEs) National Energy TechnologyLaboratory (NETL), is issuing this DRAFT RFP for comment. Comments may be submitted through the "Submit Question" button on the opportunity form. Comments will be received through April 3, 2009. NO PROPOSALS SHALL BE SUBMITTED AT THIS TIME. This document is in draft form and changes may be made prior to submission of the final solicitation. The U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL), intends to issue competitive solicitation DE-SO26-08000662 as a total small business set-aside for Project Execution and Integration Support Services. The resulting contract would obtain technical and administrative services to support the efforts of federal staff to administer, execute, implement, monitor, manage and evaluate internal and external DOE projects and provide general assistance for other project related activities. The period of performance is for a three-year base period and one, two-year option period for a total sixty-month performance period. The North American Industrial Classification System (NAICS) code for this effort is 541330 with a size standard of $27.0 million. Anticipated work assignments for this service contract would support activities primarily at the Morgantown, West Virginia, and Pittsburgh, Pennsylvania, sites, requiring on-site presence at both sites and potential travel to all other NETL locations. The work requires a mix of technical expertise in scientific and engineering disciplines appropriate for the range of projects for each of NETLs project areas, project management expertise to enhance the success of project-related activities, and expertise to effectively manage project-specific information/data. The selected Contractor will be required to provide technical and administrative support services for project execution, implementation and management as well as provide general assistance for other project related activities, such as project related acquisition planning, validation assessments and studies, development of information and materials to be used for project related outreach, and training. Please note that the project manager responsibilities for the individual projects will remain as a federal function and not with the selected contractor. The selected Contractor shall manage their workforce and the overall execution of work to ensure appropriate staffing of individual tasks, integration of work products, communications among tasks, and coordination within the DOE program organizational structure. The technical and administrative project support services will be performance-based. The contract will include measurable performance standards that will assure the timely performance of services and the delivery of reports. Contract performance will be encouraged by incentives (e.g., award fee) and measured according to a performance evaluation plan. NETL has initiated an electronic reading room as part of the strategy to provide information that may benefit potential offerors in preparing their proposals. The information is provided to assist the reader in gaining an enhanced understanding of the requirement. The electronic reading room includes a various reference documents including applicable policies, procedures, and documents outlining the operating environment. A FOIA release version of the current NETL support contracts are also posted in the electronic reading room. Offerors requesting a FOIA copy of the current contract will be directed to the reading room to download it from that location. Solicitation DE-SO26-08000662 will be available for downloading sometime in late April, 2009, on the DOE Interactive Industry Procurement System (IIPS) located at the following internet address: http://e-center.doe.gov. At this Internet site you will be able to register with IIPS, enabling you to download the solicitation, join the mailing list for the solicitation, and to submit a proposal.
