Description
The US Army Corps of Engineers intends to solicit on a Sole Source basis under the authority of FAR 6.302-1, the Pump Stations Telemetry System which consists of brand name components such as: Ethernet Network Switches, MOSCAD Programmable Logic Controllers, Microwave Ethernet Bridges, Engine, motor, and station Programmable Logic Controllers, Surveillance Cameras and associated software, Central Control System SCADA software, Security Alarm Panels, Fire Alarm Panels, and Central Control System computers for the Picayune Strand Restoration Project. The telemetry system allows many water control structures to be operated and monitored remotely. It will operate 24 hours a day and will be designed to operate during hurricanes and other severe weather conditions. The Merritt Pumping Station will be part of a much larger system that South Florida Water Management District (SFWMD) uses to remotely operate and monitor its structures. The anticipated dollar amount of the Sole Source System is $150,000.00. The components listed above have been specifically selected due to their performance interoperability as part of an entire telemetry system. Substitution with similar components could present a considerable risk to life and property. The system as a whole provides standardization in training, maintenance, warehousing and interchangeability during potential life threatening weather events. The Picayune Strand Restoration Project (PSRP) will restore more than 55,000 acres of land located in southwestern Collier County, Florida to a healthy and functional wetland system. The plan for the Project is to remove the infrastructure of the subdivision and restore its pre-drainage hydrology and ecology, generating positive effects on the hydrology, vegetation and wildlife of the project area and surrounding public lands. The plan calls for the construction of a pump station and tie-back levees, spreader cells and canal plugs to slow water flowing through existing canals and distribute it across the landscape. In addition, the existing road network within PSRP will be taken down to grade with a limited portion of the roads remaining above grade. It will have 4 220 cfs engine driven vertical pumps and 2 75 cfs electrical pumps for a firm capacity of 810 cfs. The magnitude of construction of the PSRP is $25,000.00-$100,000,000.00. The work is in Collier County, Florida. A solicitation for the Picayune Strand Restoration Project, Merritt Pump Station will be issued on or about 30 April 2009 with proposals due on or about 16 June 2009. Interested persons may identify their interest and capabilities to the work described in paragraph 1 and respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen calendars days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
