- This is a combined synopsis/solicitation for commercial items preparedin accordance with FAR Subpart 12.6 as supplemented with additionalinformation included in this notice. This announcement constitutes the only solicitation; quotes are required for all CLINS delineated in this notice and a written solicitation will not be issued. The solicitation number referenced is Request for Quote (RFQ) W15QKN-09-T-0644. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-30. The proposed contract action is expected to be procured under a Sole Source Justification with Exponent, Inc. 23445 N. 19th Avenue, Phoenix, AZ 85025. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2) - Only one responsible source and no other supplies or services will satisfy agency requirements. However, responsible offerors may submit a capability statement, or quotation, which shall be considered by the Government. The NAICS code for this acquisition is 332995 and the small business size standard is 750 employees. The Government has a need to purchase the following: CLIN 0001, vehicle arresting devices (VADs), consumables and tool kitin accordance with the attached Statement of Work. The VAD system shall be free of defects and poor workmanship for a period of twelve months from the date of delivery. The item being procured under this effort is an Tire Rapid Entanglement and Arresting Device (TREAD) system, which is proprietary to Exponent, Inc. Acceptance and Inspection shall be at destination. Shipping terms shall be FOB Destination. Provision 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. Offerors shall include a completed copy of 52.212-3, Offeror Representations and Certifications Commercial Items with its offer.
