Description
RESPONSES TO QUESTIONS: Q1: The existing Trane chiller nameplate requires a maximum of 200-amp overcurrent protection, however it is currently fed from the MCC with the original 225-amp breaker. Are we going to be expected to bring that chiller up to code also? Do we want to A. reduce the size of breaker, or B. install a fused disconnect with 200-amp fuses? A: We will require the contractor to evaluate and make recommendation to GSA as to whether to replace this breaker. An amendment will be posted requiring this. We will not require the contractor to do this work unless a subsequent price adjustment is negotiated. Q2: Will we be expected to have an electrical engineer review and sign off on this project? A: Yes, final design documents need to be stamped by a PE for each applicable discipline. Q3: Are we expected to replace or reuse the existing heat tape on the chilled water piping? A: Heat tape on the existing piping being reworked can be reused to the extent possible or replaced with new. The intent is to provide a properly operating system when complete. Q4: In the specs I noticed we are to install 2 new control valves one for each chiller. Do you have a spec for these or is the controls contractor going to provide the control valves for us to install? A: The new chiller specifications already provides a "manual" butterfly valve reference. GSA will contract separately for a control contractor to provide a pair of matched actuators, for both chillers, that will operate with their output scheme for any butterfly valve configuration, this in lieu of having the mechanical contractor provide a new control valve for both the new and exiting chillers. Q5: Is this a taxable project? A: GSA as a federal agency is tax exempt. However this only applies to taxes levied directly against GSA. Taxes which a contractor must pay as part of its costs may be included in the bid price. Q6: Are bid/performance bonds required for this project? A: Yes. A bid bond for 20% of the amount bid must be submitted with proposals. This will be returned to unsuccessful offerors at time of award, and to the successful offeror on receipt of payment and performance bonds (which must be for 100% of contract price). Q7: Do you request just a standard proposal with the job scope for the Bid Submittal? If so, do you want included with the proposal equipment specifications (i.e.… performance, dimensional, weight, etc…) A: Look at "Instruction to Offerors" starting on page 11 of the statement of work (near the end of the solicitation document, following the standard clauses). This itemizes exactly what is required.
