Description
The United States Special Operations Command (USSOCOM), Technology Applications Contracting Office (TAKO), intends to award a cost-plus fixed-fee (CPFF) contract for the design, development, and airworthiness qualification of an integrated crashworthy ballistic tolerant ergonomic cockpit crew member seat system for the 160th Special Operations Aviation Regiment (SOAR) Airborne A/MH-6M Mission Enhanced Little Bird (MELB) aircraft. The new seat system design shall provide crash attenuation capabilities in all three axis, an integrated occupant restraint system, integrated 7.62mm ballistic protection, lightweight aircraft impacts, must accommodate 5th and 95th percentile occupants wearing full combat gear, and must maximize the endurance of crewmembers by reducing fatigue due to physical discomfort. The Contractor shall also be responsible for identifying and developing depot level aircraft modifications and installation instructions necessary to accommodate and integrate the seat system kit on the A/MH-6M. Considerable A/MH-6M modifications are anticipated to include, but not limited to, the station 78.50 primary airframe structural load carrying bulkhead, the existing cockpit crush box system, critical flight control systems, and the aircraft’s landing gear system. The Contractor shall be responsible for generating sufficient airworthiness substantiation documents necessary to support Government issuance of an airworthiness release of the new seat system and associated aircraft modifications. Integration of the new system and associated aircraft modifications on one (1) Government furnished A/MH-6M aircraft will be required to validate and finalize the proposed installation instructions. The Contractor shall provide updates, as required, to the existing A/MH-6M maintenance, parts, and commercial overhaul manuals. The Boeing Company retains the rights to the proprietary data related to the design of the A/MH-6M aircraft, its components, and the MELB conversion kit. Additionally, the Boeing Company owns the baseline analytical models that may be further refined in support of this effort that include NASTRAN models of the airframe and landing gears, ADAMS model of the landing gear, and KRASH & LS-DYNA models of the airframe and landing gear. This capability will protect the force from crash loads and airframe vibrations by upgrading the current A/MH-6M airframe, seat system, and restraint system to meet, as a minimum, the Federal Aviation Regulation FAR 27 with an objective of the MIL-STD-1290 crashworthiness requirements. The contract is intended to be awarded to the Boeing Company, 5000 East McDowell Road, Mesa, Arizona 85215. The Government intends to award a two (2) year contract, including a base year and one (1) option year, for this purchase on an other than full and open competitive basis. The Government intends to solicit and negotiate with only one source under authority FAR.6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). The Government does not posses and cannot furnish the technical data required to develop engineering descriptions, technical data packages, or specifications necessary to permit full and open competition. This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a proposal which shall be considered.
