Description
The Naval Air Warfare Center Weapons Division intends to modify an existing contract, N68936-08-C-0098 P00001, on an other than full and open competition basis for the MR-TCDL TFSTE purchased under this contract, to L-3 Communications, Communication Systems-West, 640 North 2200 West, Salt Lake City, Utah 84116. This modification will add classroom and laboratory training to be conducted at the contractor's facility for approximately one (1) week. The contractor shall also provide installation at the Government site and on-the-job training (OJT) once the MR-TCDL TFSTE has been installed. Level of effort engineering support shall consist of on-call type services that shall include technical, utilization, and interoperability guidance, for a period of one year.This MR-TCDL TFSTE is the only single, combined Satellite Communications (SATCOM) and Common Data Link (CDL) system that is portable and modular which is powered by a single power supply and is designed from a Common Modular based carrier on a Compact Peripheral Interconnect (cPCI) with scalable architecture that is built to be lightweight while simultaneously meeting the Navy's minimum requirements. As the sole manufacturer of this equipment, L-3 is uniquely qualified to install and provide the required training. The solicitation will be issued on or about 20 Apr 2009 and will be available via the following Government points of entry (GPE): Navy Electronic Commerce Online (NECO) at https://www.neco.navy.mil/ and Federal Business Opportunities (FEDBIZOPPS) at https://www.fbo.gov/. The modification will be awarded on or about 5 Jun 2009. Any firms believing that they can provide the installation, training or engineering support for the MR-TCDL TFSTE may submit a written response to be received at the Contracting Office no later than 5 days after the date of publication of this notice. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. It must clearly show the firm's ability to be responsive without compromising the quality, accuracy or reliability of the service without causing programmatic hardship or schedule delay.
