Description
MULTIPLE-AWARD CONSTRUCTION/RENOVATION IDIQ REQUIREMENT FOR US ARMY GARRISON KAISERSLAUTERN (USAG-K) FA5613-08-R-3000 700 Contracting Squadron (CONS) located on Rhine Ordnance Barracks Germany intends to post a request for proposal (RFP) on/or about 07 April 2009 (electronically via FedBizOps), and will accept proposals in response to the RFP. Successful awardees will be selected using Performance/Price Trade-off (PPT) procedures resulting in the Best Value to the Government. The future RFP posting will describe in detail the exact requirements of this acquisition. The anticipated award will be a multiple-award construction IDIQ for a 5-year ordering period. The estimated magnitude of construction/repair for the 5-year ordering period is between $100,000,000.00 and $250,000,000.00. The guaranteed minimum per awardee will be $2,000.00. The expected award date is on/or about 30 May 2009 - subject to the availability of funds. Place of performance will be at US Army Bases serviced by USAG-K that are located within the borders of Germany. The estimated requirement is a wide range of individual task orders which include sustainment, maintenance/repair, alteration, and minor construction of real property. This competitive solicitation will be restricted to construction firms authorized to operate and perform business in the Federal Republic of Germany in accordance with DFARS 252.225-7042, Authorization to Perform. All other contractors are deemed ineligible to submit offers. The successful contractors will be required to furnish all materials, equipment and personnel necessary to design, manage and accomplish individual task orders and maintain a project management office (PMO) in the Kaiserslautern Germany area. The PMO must be able to receive task orders and provide management services related to the accomplishment of individual task orders. Offerors must be registered in the Central Contractor Registry (CCR) to be eligible for an award. For more information, go to the CCR website at http://www.ccr.gov/. The NAICS code for this acquisition is 236220 (commercial and institutional building construction). This solicitation is unrestricted. As this is an overseas effort, The Service Contract Act (SCA) wages and SBA Small Business Size Standards will not apply. All notifications posted here must be downloaded from the website, as no paper copies will be issued. A preproposal conference/site visit will be conducted at a time and date to be posted with the RFP. Attendance is mandatory and non-attendees will not be allowed to submit a proposal.
