- Note 26 applies. Solicitation will be set-aside for total Service Disabled Veteran-owned Small Business(SDVOSB) in the approximate quantity of 46,000 each. The balance of the original sysnopis quantity will be procured under seperate synopsis and solicitation number(s). Therefore, RFP SPM1C1-08-R-0170 is for the purchase of approximately 46,171 each Jacket, Soft Shell (Mid-Weight), Cold Weather (ECWCS Generation III) Universal Camouflage Pattern (UCP), Layer 5. National Stock Number is 8415-01-538-6808(s). Offers are to be based on FOB Destination to the New Cumberland, PA depot. Production Leadtime is 120 days after date of award for three deliveries. Purchase Description (PD) GL/PD-06-05 dated Dec 28, 2007 and Pattern Date June 19, 2007 are applicable. Copies of the PD can be obtained through http://www.dscp.dla.mil/Portal/sreqfrm.aspx. Request for proposal SPM1C1-08-R-0170 will only be available through DIBBS. A technical proposal with Product Demonstration Models (PDMs) and Past Performance may be required with your offer. RFP will be issued as a Service Disabled Veteran-owned Small Business (SDVOSB) Set-Aside, therefore only SDVOBs may offer. Important Note on Foreign Content The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as “The Berry Amendment”) impose restrictions on the DoD’s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and “specialty metals” (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
