Description
Moblitiy Kits (MOB V) Bid Schedule Attachment 1 Kits (MOB V) Attachment 2 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. It is the government's intention to award this requirement using FAR Subpart 13.5 procedures. This is a full and open (unrestricted) procurement. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. Title/Description: Air Combat Command AMIC/PKA, Langley AFB, intends to purchase: 270 each "A" Bag Kits (Color: ACU); 289 each "B" Bag Kits (Color: ACU); 289 each "Bag/Cases" (Color: ACU). The contents of each mobility bag is different for each location. Please see Attachment 1and 2, for the individual contents of each kit/bag and bid schedule (offerors are permitted to use their own bid schedules). Scope: The contractor shall supply all items and deliver FOB destination no later than the delivery dates noted in Attachment 2. Attachment 2 also lists the breakout of the items required to be delivered at each of the 12 locations along with the ship to addresses and POCs. Offerors quoting an "or equal" item must provide a detailed description including manufacturer part number and literature with proposal. Evaluation Criteria: Lowest Price Technically Acceptable (LPTA): Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards. The following factors shall be used to evaluate offers: (a) Technical Capability; (b) Delivery Schedule; (c) Price Offerors must meet the technical capability criteria by having any "or equal" submittals approved by the Government. Offerors must meet the delivery schedule criteria by being able to provide the required items no later than (NLT) the delivery dates noted in Attachment 2. Deliveries must be made in full by the required NLT dates. The Government will evaluate offerors delivery schedule for each individual item as a "pass" or "fail" based on whether or not the offeror possesses the ability to make full delivery prior to the NLT date required for each item. Offerors lacking the ability to deliver a particular item within the stated NLT delivery date will not be considered for award of that item (exception to follow). Those offerors with the capability of delivering prior to the NLT date(s) will be evaluated on their price of those items. The Government will not apply any type of special consideration to offerors who may be able to deliver items earlier than the required NLT deliver dates. The government may make multiple awards in order to obtain the best overall value for the Government. In the case of all offerors not being able to meet a NLT delivery date for a particular item, award may be made to the offeror providing the delivery date closest to the NLT date requested. Therefore, if an offeror cannot meet one or more of the NLT delivery dates, the offeror should provide the earliest date in which they can make delivery.
