- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. The Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a Basic Ordering Agreement (BOA) with Digital Receiver Technology, Inc. (DRTI), 20250 Century Blvd. Suite 300, Germantown, MD. The BOA will have a maximum ceiling amount of $49.9M, a five-year ordering period and include line items for various communication hardware systems, subsystems, and components; hardware and software product improvements, technical support, technical documentation, training, and equipment repair. Orders will be placed against the BOA on a sole-source basis with DRTI in accordance with FAR 6.302-1; Only one responsible source and no other supplies will satisfy agency requirements. DRTI has developed unique Commercial Off-The-Shelf (COTS) products and associated controlling software that have direct applicability to the engineering, design, and system acquisition efforts of NSWC Crane. DRTI is the sole provider and proprietary owner of the various hardware systems, subsystems,! and components that are currently fielded to the Fleet Marine Force (FMF).
