Description
Statement of Need The Headquarters (HQ) Air Education and Training Command (AETC), Expeditionary Training Division, HQ AETC/A3A, Randolph Air Force Base (AFB), Texas 78105, hereby formally announces the intent to award a firm-fixed price purchase order on a sole source basis to General Atomics Aeronautical System – GA-ASI for a one-time purchase of Familiarization Training with flight, Control of Lynx and Analysis Workstation (CLAW) Software, and three (3) Laptops will all applicable software and programs to run the CLAW program for Mission Sensor Operators (MSO). The proposed contract action for training, software, and laptops for which the Air Force intends to solicit and award with only one source under the authority of Federal Acquisition Regulation (FAR) 6.302. CENTCOM and CENTAF has directed AETC to develop an initial cadre of qualified USAF Mission Sensor Operators (MSO) to stand-up the Iraqi MSO Flight Training School. The contractor will provide familiarization Training to include but not limited to (1) power-up the fixed ground station, (2) execute an MSO preflight (exterior and interior) of the King Air 350I, (3) teach the use of CLAW software, (4) administer exams, (5) FGS STE alignment, data link and radio operations, (6) Harris radio programming, spyder set-up and (7) Operate the systems enabling mission executive. The contractor will also provide each MSO student with CLAW Software and laptop that will contain all applicable software and programs to run the CLAW program. This notice of intent is NOT a request for competitive quotes; however, all interested parties that identify to the Contracting Officer their intent and capabilities to satisfy the Government’s requirement which commercial services and are received within 6 days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
