Description
Note: For the purposes of this RFI, "development system" is defined as an effort which results in a demonstrated capability as outlined in the draft Statement of Objective (SOO). The effort may or may not leverage existing technology and will be at the potential contractors' discretion. The Government does not anticipate a traditional large- scale research and development effort will be necessary to demonstrate the needed capability. This RFI, as defined in FAR 15.201(e), is intended to identify potential sources for a Control & Reporting Center (CRC) Ground Battle Management Command & Control (BMC2) development system in support of Global Hawk Block 40 Developmental Test and Evaluation (DT&E) and Initial Operational Test and Evaluation (IOT&E). The CRC Ground BMC2 development system will be capable of receiving, processing, and displaying Global Hawk Block 40 MP-RTIP sensor data, in addition to other intelligence data and tactical information. Initial market research reveals there are existing products that may be leveraged to substantially meet required capabilities such as: ground tracking; ground situational awareness utilizing GMTI, SAR, Electronic Protection (EP), multi-INT data and Link 16 messages; history playback; and area sentinel monitoring. Besides these core capabilities, the system must support a visual collaborative environment between geographically dispersed users utilizing the CRC'! s organic networks and communication systems. Visual collaboration is expected to facilitate virtual operator coordination on ground tracks, sensor tasking, and target identification. The development system will leverage the CRC's Link 16 track management capability to transmit locally generated tracks over Link 16 in accordance with MIL-STD-6016D. The Government anticipates but is not obliged to release a solicitation for the above effort in FY2009. A system development (see definition, next paragraph) effort of approximately 10 months is anticipated, but a longer schedule may be tolerated. In order to be considered for this effort, a potential contractor must have familiarity with ground target tracking, situation awareness displays, visual collaboration techniques and MIL-STD-6016D Link-16 message processing. The objective of this RFI is to identify any interested and qualified sources capable of satisfying the draft Statement of Objective (SOO) and draft Technical Requirements Document (TRD) requirements provided. Interested parties who meet the above criteria should describe their up-to-date products, services, experience, and technical capability relevant to successfully accomplishing this effort. Additionally, though not obligated, the Government requests a rough order of magnitude estimate of contracted costs to satisfy the SOO and TRD requirements, along with a top level schedule and staffing profile for system development and support to GH Blk 40 DT&E and IOT&E. Comments regarding any of the documents in the RFI package are welcomed. Although not required, please limit your response to 10 pages single space minimum of 12 point font.
