- This is a combined snyopsis/solicitation for commercial items prepared in accordance with the format of FAR Part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; and a written solicitation will not be issued. The United States Coast Guard (USCG) intends to enter into negotiations on a sole source basis with IBM 6710 Rockledge Drive, Bethesda, MD 20817-1826 to provide COGNOS License annuual support, PowwerPlay Web Users, and PowerPlay Enterpise Server. The proposed aquisition will befrom the date of award until 2/28/2010. Quantities are (4), (1), and (1). The North American Industry Classification (NAICS) Code is 443120. The following FAR clauses apply to this solicitation and may be obtained electronically at http://www.arnet.gov/far: 52.212-3 Offeror Representations and Certifications. Commercial Items, 52.212-4 Contract Terms and Conditions. Commercial Items, 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders. Commercial Items, 52.216-19 Order Limitations, Fixed Price, 52-252-2 Clauses Incorporated by Reference. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. All capability statements received by 9:00 AM EST on April 2, 2009 will be considered by the Government. A determination by the Government not to compete this proposed contract is based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purpose of determination whether to conduct a competitive procurement. THE GOVERNMENT WILL NOT PAY FOR COSTS INCURRED IN THE PREPERATION AND SUBMISSION OF DATA OR OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT!!
