- US Customs and Border Protection (CBP) intends to negotiate on a sole source basis in accordance with FAR 13.106-1(b)(2) with Silent Partner Security Systems (SPSS), Marshall, VA for the installation of DSX security equipment at the CBP Office of Information Technology (OIT) facility in Falls Church, VA. Security systems for this location must integrate 100% with the existing DSX systems for proper monitoring and access control, and SPSS is the exclusive DSX dealer/provider for the applicable geographical area. The North American Industry Classification System (NAICS) code for this acquisition is 561621, and the size standard is $12.5 million. The Government intends to solicit and negotiate directly with SPSS. No solicitation package will be issued. This notice of intent is not a request for competitive proposals. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. A determination to compete this action based on the responses received is at the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via email to cynthia.young@dhs.gov. Verifications of receipt of responses are the sole responsibility of the contractor. If no responsive statements are received by 25 March 2009 at 3:00 pm Eastern time, an award will be made to SPSS.
