Description
The Railroad Retirement Board (RRB) currently has two general support systems (GSSs) supporting the computer applications of the agency and six major applications (MAs). The two GSSs are designated as the “Local Area Network/Personal Computers” (LAN/PC) and the “Mainframe Computer Data Processing” systems. The six MAs are the RR Employees Compensation and Service, Financial Interchange, RRA Payments, RUIA Payments, Medicare, and Financial Management systems. Using the National Institute of Standards and Technology (NIST) guidance provided in Federal Information Processing Standards (FIPS) 199 and NIST Special Publication (SP) 800-60, both GSSs and all six MAs have been categorized as having the moderate level of risk for confidentiality, integrity, and availability. Both GSSs and five of the MAs have been certified and accredited. The Financial Management application is currently undergoing the certification and accreditation (C&A) process. The RRB seeks contractual assistance to develop and implement a continuous monitoring program in compliance with NIST standards and to consolidate existing documentation for four related MAs, RR Employees Compensation and Service, RRA Payments, RUIA Payments, and Medicare into one system entitled Benefit and Payment Operations. Optionally, the contractor may be called upon to produce policy/procedure documents for the RRB’s review and approval and to perform re-certification and accreditation processes for various RRB general support systems and major applications. The period of performance is anticipated to start September 1, 2009. A contract shall be awarded for one year with four one-year options.
