- Description
- NASA Headquarters (HQ), Facilities and Administrative Services Division, isplanning to continue its existing contractual agreement with Colonial ParkingIncorporated. Colonial Parking was awarded the parking garage services contract by GSAas part of the building lease and has provided a satisfactory product compliant with thecurrent market rates for comparable security systems. NASA HQ offers its employees theopportunity to park in the buildings underground parking facility operated by ColonialParking. Therefore Colonial Parking is the only authority service facility for thislocation in Washington, DC.It is in the best interest of the government to continue with the current contactorColonial Parking for this procurement so that the system remains compatible with the samevendor providing a comprehensive system for operating the NASA Headquarters parkinggarage. Therefore, NASA/HQ intends to issue a Sole Source Procurement to Colonial Parking, Inc.,1050 Thomas Jefferson Street, #100, Washington, DC 20007-7381.The authority is FAR6.302-1 (a)(2) "only one responsible source" When the supplies or services required bythe agency are available from only one responsible source, or, for DoD, NASA, and theCoast Guard, from only one or a limited number of responsible sources, and no other typeof supplies or services will satisfy agency requirements, full and open competition needno be provided for.The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing, by FAX or E-Mail, to the identified point of contact not later than12:30 p.m. local time on March 23, 2009. Such capabilities/qualifications will beevaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to compete thisproposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
