- The Naval Surface Warfare Center Panama City Division (NSWC PCD), Panama City, Florida intends to issue a sole source purchase order to Alltek Seal And Packing Co, 3165-5 St. Johns Bluff Rd, Jacksonville, FL 32246 for the acquisition of thirty two gaskets (p/n 938356) for the operation on the MK 8 Mod 1 SDV Project. These acquisitions are unsuitable for full and open competition for the following reasons: The purpose of this acquisition is to procure parts and supplies which, to ensure operational integrity, must be the same as or compatible with parts and equipment originally manufactured for or specifically incorporated in the MK 8. The government does not own the technical data packages or specifications to compete these procurements. The gasket is manufactured exclusively by Alltek Seal And Packing Co, and inherent to the existing system aboard the MK 8 Mod 1 SDV Project. This gasket had been tested, certified, and approved for "Navy Use" by NAVSEA and SPECWARCOM t! o meet the needs of the Fleet and is the only known gasket to fit the existing structures. Therefore, to ensure operational capability and compatibility with other MK 8 components, it is imperative this equipment is acquired by Alltek Seal And Packing Co. FSC Code: 5330.
