Description
The United States Agency for International Development intends to issue a Request for Proposals (RFP) for USAID/Pakistan to solicit proposals from qualified organizations interested in implementing the Strengthening Justice with Pakistan (SJP) program. USAID’s strategic objective for this program is to Strengthen the Judiciary to Achieve Progress in Judicial Efficiency, Transparency, Accessibility, Independence and Accountability. The program’s five sub-objectives elaborated above are all inextricably linked. The SJP will fulfill its strategic objective and sub-objectives through the following five main activities: Activity 1: Strengthening the Judiciary – by providing support in the area of institutional strengthening. Activity 2: Building Capacity through Legal Training and Enhanced Professionalism - by supporting pre-service and in-service legal training. Activity 3: Policy and Legal Reform – by providing the basis for establishing a stakeholder dialogue on judicial reform with ongoing consultations throughout the life of the project. Activity 4: Grants Under Contract – by managing a small grants program. In the short- to medium-term, small grants at the local level will enable local actors to enhance the public’s understanding and trust in the judiciary. Activity 5: Gender Strategy – by developing and implementing a gender strategy that will assure the integration of substantial women’s participation into all activities. This is a full and open competition and the procedures set forth in FAR Part 15 shall apply. USAID anticipates awarding a three-year Cost-Plus-Fixed-Fee contract with an option period for two additional years. The solicitation is expected to be issued by early April 2009 and will be available through the Federal Business Opportunities (FedBizOps) website (http://www.fbo.gov). Any amendments to this solicitation will also be issued on this website. USAID encourages the participation to the maximum extent possible of small business concerns, small disadvantaged business concerns and women-owned small business concerns in this activity as the prime contractor or as subcontractor in accordance with Part 19 of the FAR. USAID also encourages the use of the Interested Vendor List (IVL) on the Federal Business Opportunities website page so that firms can contact one another for consideration of teaming arrangements and/or small business subcontracting opportunities in response to this solicitation. The release of this notice in no way obligates USAID or the US Government to release an RFP or make an award of any type.
