- This attachment contains the Statement of Work for this requirement. The Naval Air Warfare Center Aircraft Division intends to procure pre-system acquisition support services that are consistent with guidance outlined in CJCSI 3170.01G, CJCSM 3170.01D, and DoDI 5000.2. To include a Capability Need Analysis, Capability gap Analysis, and Non-Material Analysis packaged within an Initial Capabilities Document. The government intends to go sole source with Whitney Bradley Brown, Inc. The United States Navy and Air Force both have a need for a Follow-on Undergraduate Jet Trainer. OSD mandates JCIDS analysis to address all identified requirements from all applicable services. The first part of the Capability Based Analysis includes a Functional Area Analysis (FAA) and Functional needs Analysis (FNA) which then feed an Initial Capabilities Document (ICD). Whitney Bradley Brown has completed the FAA and FNA for the Air Force. The Navy piece would be an addendum to these documents. This addendum would be utilized then to write an addendum to the ICD, currently in work. Responses to this notice of intent must be received within 10 days after publication of this notice.
