Description
Non-Federal Repository Booklet This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisitions Regulation (FAR) Part 12 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular. The associated North American Industrial Classification System (NAICS) code for this procurement is 541990 with a small business size standard of $6.5million in annual gross receipts for a period of three years. General Services Administration (GSA), Public Buildings Service (PBS), Center for Acquisition Services (PGE), is requesting services for the Non- Federal Repository Booklet project. Background: The purpose of this specific project is to update the GSA Fine Arts Program collection listings that have been added or modified since the publication of the WPA Artwork in Non-Federal repositories, Edition II book in 1999. The Federal Property and Administrative Services Act of 1949 transferred all functions of the Federal Works Agency, including New Deal artwork, to the General Services Administration. Included in the delegated functions is the responsibility of inventorying the works of art created under the federal government’s patronage during the 1930s and 1940s. Accordingly, the Fine Arts Program abides by the legal framework laid out in Chapter 3 of the Fine Arts Program Policies & Procedures document regarding the New Deal art collections housed in non-federal repositories. Required Services (Scope): This inventory project is to establish a comprehensive listing of New Deal portable artwork for research purposes, to ensure their preservation, and to extend public access and awareness of this period. The GSA Fine Art’s Program maintains the database so that the records are preserved in a central location and are available to researchers, conservators, and museums. To date, over 18,000 WPA artworks have been recovered and added to the inventory and many more have been discovered that need to be included. As the central repository for these artworks, it is essential that the GSA locate, document and keep track of the remaining artworks so that they will continue to be available to the American public for which they were created. There are still thousands of artworks left to be uncovered and adequately documented. Several non-federal repositories have WPA collections numbering in the hundreds and even thousands which will require a significant amount of attention. The major institutions that need to be addressed are the Free Library of Philadelphia, the Milwaukee Art Museum, the Metropolitan Museum of Art, and several New Mexico area institutions. List of Tasks: 1.1Philadelphia Free Library 1.2Research of GSA Fine Arts institution files to find discrepancies in collection listings. 1.3Contact institution about their institution’s possible New Deal holdings and follow-up. 1.4Create documentation tracking the progress of the institution and accompanying paperwork. 1.5Enter new listings in the Fine Arts Database and institution files. Crop, resize, and upload photo documentation into the database when available and create archival copies of images for office files. 1.6Draft and track Loan Agreements, collection inventories, and correspondence with institution. 1.7Complete on-site visits to institutions as necessary to complete inventories and photograph the artworks. 1.8Address miscellaneous issues as they arise regarding the WPA art collection (legal questions, stolen artwork, etc.) and maintenance of files regarding installed artworks (non-GSA related). 1.9American Association of Museums 1.10Research of GSA Fine Arts institution files to find discrepancies in collection listings. 1.11Contact institution about their institution’s possible New Deal holdings and follow-up. 1.12Create documentation tracking the progress of the institution and accompanying paperwork. 1.13Enter new listings in the Fine Arts Database and institution files. Proposed Deliverables: 1.1May 1 1.1.1Finalize the inventory of the over 1,000 artworks at the Philadelphia Free Library. This includes entering all works into the database, cropping and uploading all photographs to the database and completing loan paperwork. 1.2June 5 1.2.1Complete the preparations for the exhibit booth at the American Association of Museums annual conference regarding WPA artwork housed in non-federal repositories. 1.3July 3 1.3.1Complete list of additional institutions from the Archives of American Art to be contacted or further researched. Compile lists of missing artwork from these records. 1.4August 7 1.4.1Complete the inventory of the Milwaukee Art Museum and address any remaining discrepancies between the Milwaukee Public Museum and MAM. Completion of this project may include travel to MAM in order to photograph and cross-check the collection listings. 1.5September 4 1.5.1Address the original New Mexico WPA collection listing and ensure that all institutions still in existence have been contacted. Note any artworks listed that have still not been located. Completion of this task may involve travel to one or more institutions in the New Mexico area. 1.6October 2 1.6.1Complete the research of the Metropolitan Museum of Art files and determine the discrepancies between collection listings. Finalize the inventory and determine how to proceed. Complete site visit if necessary. 1.7November 6 1.7.1Finalize all open-ended correspondence with institutions and create documentation for files indicating the status of each institution. 1.8Vendor may submit invoices after each of these submissions. The Contractor shall submit prices for above tasks. 1) Fixed Price for Non-Federal Repository Booklet 1 each $_______________ Period of Performance: The overall estimate period of performance for the contract will be for a one year period. Government Responsibilities: The contractor will be provided supplies, computer equipment, and space to work. Evaluation Criteria: The Contractor will be evaluated on the following criteria (in order of importance): 1)Factor 1 – Technical Proposals: GSA will evaluate technical proposals against current museum and curatorial standards. Staff working on research must posses experience in collections management and/or experience in an art museum. 2)Factor 2 – HSPD-12 Clearance: Staff working on this research must posses or have the ability to obtain a security clearance. This is to gain access to GSA Central Office, other Federal Buildings, as well as to obtain access to GSA’s servers and databases. 3)Factor 3 – Geographical Location: The vendor must be located in the Washington, D.C, Metropolitan area. It will be necessary for the vendor to work onsite with the Fine Arts Program at the GSA Headquarters building located at 1800 F Street, NE Washington D.C. A location close to Washington D.C is critical to the success of the project. 4)Past Performance: GSA doesn’t require that the interested party have prior performance; however, past performance will be taken into consideration during the proposal evaluation. Submission of Proposals: The contractor shall submit their proposal on or before 12:00p, April 6, 2009. All questions are due on or before 12:00pm, on March 31, 2009. Proposals will be evaluated based on best value to the government. When combined, technical is more important than price. Offerors must submit their final proposals for evaluation. The following Federal Acquisition Regulation (FAR) provisions are hereby applicable and incorporated by reference: 1) The provision at 52.212-1, Instructions to Offerors – Commercial Items; and 3) The provision at 52.212-3, Offeror Representations and Certifications – Commercial Items. Offerors shall include a completed copy of the Online Offeror Representations and Certifications Application. Please refer to http://www.orca.bpn.gov. A completed copy of the Representations and Certifications should be included with the offer. The following Federal Acquisition Regulation (FAR) clauses are hereby applicable and incorporated by reference: 1) The clause at 52.212-4, Contract Terms and Conditions – Commercial Items; and 2) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items; 3) The clause at 52.225-13, Restrictions on Certain Foreign Purchases; and 3) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items (ALT I). The following General Services Administration Acquisition Manual (GSAM) clauses are hereby incorporated by reference: 1) The clause at 552.212-71, Contract Terms and Conditions Applicable to GSA Acquisition of Commercial Items is hereby incorporated by reference; clauses, 552.215-70, 552.228-70, 552.229-70, 552.232-70, apply to this solicitation and any resultant contract. This acquisition is set-aside for small business concerns. The government anticipates a Firm-fixed price contract. All offerors must be registered in the Central Contractor Registration (CCR) before being considered for award.
