Description
THIS IS A SOURCES SOUGHT SYNOPSIS for information and planning purposes and is not to be construed as a commitment by the Government. This is not a solicitation announcement for proposals and NO CONTRACT will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. The U.S. Department of the Army (DOA), Army North, Fort Sam Houston, TX, is conducting a Market Survey to identify small businesses, small disadvantaged businesses and 8(a) certified businesses conducting non-Personal Services to train the National Guard Weapons of Mass Destruction and Chemical, Biological, Radiological, Nuclear, and Explosive (NG WMD/CBRNE) Civil Support Teams (CSTs) in the United States Army North (USARNORTH) area of operations. Request National Incident Management System (NIMS) qualified contracted Subject Matter Experts (SMEs) to provide services as members of the Incident Command Support Staff. The Contracted SMEs are to provide technical CBRNE support services, including instruction, training assessment recommendations, and mentoring the execution of WMD training and evaluation scenarios. These services are to be provided as part of an assessment of the operational capability of the National Guard Civil Support Teams to respond during a WMD/CBRNE incident. External Evaluations (EXEVALs) are mandated by Department of the Army and National Guard Bureau to be executed every 18 months. The Army anticipates conducting a competitive acquisition for this award. This effort is expected to have a one-year base period. Firms responding should indicate whether they are, or are not, a small business, a socially and economically disadvantaged business, or a woman owned business. All interested firms shall submit information demonstrating their capabilities to perform the work herein described including U. S. Government security clearance level for its organization and its personnel. The general definition of a small business is one that is independently owned and operated, is not dominant in the field of operation in which it is proposing on Army contracts and with its affiliates; and the annual receipts does not exceed $6M. The Army reserves the right to consider a small business set-aside based upon responses hereto for any subsequent acquisition. Small business respondents should provide a statement of capabilities to assist the Army in making a set aside decision. Respondents are further requested to indicate their status as a Foreign-owned/Foreign-controlled firm and any contemplated use of foreign national employees on this effort. In addition to providing a capabilities package for this requirement, the Army requests additional information: - Would you still propose if the solicitation is posted and awarded through GSA? - Does the PWS hinder you in any way from proposing? Can you explain how? Are the requirements too narrow or unclear? - All interested sources should respond to jennifer.pollard1@us.army.mil. All interested small business entities responding to this market survey must submit their responses no later than 4:00 PM Central Standard Time on April 2, 2009. For consistency, the respondent is instructed to submit their response in either MS Word (.doc) or Adobe Acrobat (.pdf) format. Responses should be limited to no more than 10 pages. As indicated previously, this is not a solicitation therefore; no cost or pricing information should be provided. This is a market survey to identify potential sources capable of performing the effort required. Responses should be limited to the Contractors expression of interest, identification of business size, and demonstration of capabilities/experience based on the information provided.
