The government anticipates awarding two Indefinite Delivery Indefinite Quantity contracts for this acquisition which will include a wide variety of individual tasks as identified and based on prices from the latest R.S. Means Master Cost Data. This will be a 100% small business set-aside competitive solicitation (NAICS Code 236220) restricted to small business concerns located in SBA Region III; Delaware, Maryland, Pennsylvania, Virginia, West Virginia, and the District of Columbia. All offerors who do not meet the eligibility to be classified as a small business under NAICS Code 236220 and/or are not located within SBA Region III are deemed ineligible to submit offers. The successful contractors will be required to furnish all materials, equipment and personnel necessary to design, manage and accomplish individual projects and maintain management/project offices at Bolling AFB, DC in order to receive delivery orders and provide other management services related to accomplishing individual jobs. The contracts will consist of one base performance period of one year from the date of award, with four one-year option periods. The guaranteed contract minimum for each awarded contract is $250,000 (basic year only) and the maximum potential value is $125,000,000 over the term of the contracts. Interested Firms should expect a variety of tasks, including but not limited to: structural repairs/alterations, asphalt/concrete work, electrical work, carpentry, plumbing, excavation, and maintenance/repair type work. Work in Sensitive Compartmented Information Facilities (SCIF’s) will also be common with this requirement. Award will be based on best value using performance-price, trade-off (PPT) procedures. A pre-proposal conference / site visit will be scheduled and the date, time and location, will be posted in the solicitation. No paper copies of the solicitation, specifications, plans, or other documents related to this solicitation will be issued from this office. Telephone or fax requests will not be accepted.
