Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute on Drug Abuse, Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisition on behalf of the National Institute on Mental Health (NIMH) intends to solicit on a sole source basis with the International Behavioral Methods and Development (IBMD) for ambulatory monitoring for migraine and psychopathology as it relates to the NIMH Study on Affective and Anxiety Spectrum Disorders. The monitoring includes the role of daily activities and rhythms in the onset of migraines as well as symptom expression in different types of mental disorders including substance abuse/dependences. Monitoring will be accomplished using the Experience Sampling Method (ESM), an ambulatory method for data collection. Information concerning daily life behaviors and symptoms will be collected several times a day for a one-week period by PDA microcomputers and these data will be matched with information collected through structured clinical assessments. There will be programs for children 12-17 and adults. IBMD has an expert in the naturalistic assessment of human behavior and a specialist in ESM methodology. IBMD has validated computerized ESM for severe psychiatric population such as drug dependence and schizophrenia. IBMD created specialized software for ESM methodology that could be used in ambulatory monitoring. The period of performance is 3 months with the option of extending the period of performance for up to three 3-month option period(s.) Deliverables include data and reports. The acquisition is being conducted under simplified acquisition using FAR 12 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
