Description
This synopsis provides notice of the Government's intent to solicit a proposal on a sole source basis from BAE Systems Technology Solutions & Services, 1601 Research Boulevard, Rockville, MD 20805-3173 for 86,128 man-hours of Engineering and Technical Services along with associated Travel and Materials for Engineering Design, Development, Integration, Installation, Test, Evaluation, Fielding, Certification, Maintenance, Logistics, and Operational Tasks, relating to communication-electronic (C-E) platforms, equipment/systems and subsystems in support of United States Special Operations Command (USSOCOM), the United States Coast Guard (USCG), the Bureau of Customs and Border Protection (CBP), the Naval Expeditionary Combat Command, and the Naval Surface Warfare Combatant (NSWC) Combat Craft Division under contract N00421-04-C-0069. This acquisition will result in the modification of existing BAE contract N00421-04-C-0069 adding cost plus-fixed fee level of effort under existing Option V to extend the period of performance by approximately three and a half months that will run from 21 May 2009 to 11 September 2009. This directed procurement is necessary as the current contract is scheduled to run out of ceiling 21 May 2009. Proposed extended Option period is needed for continuing on-going projects currently being done under Contract N00421-04-C-0069 while the follow-on action is being competed. Due to the on-going nature of the projects currently being done under Contract N00421-04-C-0069 and the need to continue these services without a break in the work, BAE is the only practical source for providing the necessary continuation of these services until award of a follow-on contract. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit a proposal in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 01 April 2009, 1530 hours EST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
