- Solicitation W912JA-09-B-0001 Hangar Plans Hangar Specifications Material Submittals _AF66 The Alabama Air National Guard located at Montgomery, Alabama and the USPFO for Alabama intends to issue an Invitation for Bids (IFB) to award a single, firm-fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, facilities, tools, equipment, appliances and supervision necessary to perform and complete repair of Maintenance Hanger (Building 1201) at 187th Fighter Wing, Montgomery Regional Airport, Montgomery, Alabama. Repair work includes, but is not limited to, the upgrade interior heating, plumbing, electrical, and fire detection and suppression systems as well as provide ventilation/air conditioning system throughout the shop and administrative sections of Maintenance Hangar, building 1201. Repair administrative spaces by rearranging interior walls, enclosing walkway, painting interior walls, and replacing interior finishes where required as prescribed by specifications and plans. Repair shop area walls, floors, fixtures and illumination. Repair hangar bay floor surface and joints. Replace exterior asbestos siding and other asbestos insulated material. Replace hangar aircraft doors. Repair and or replace 75 tons of heating, ventilation, and air conditioning (HVAC) as prescribed by specifications and plans. Magnitude of the project is between $5,000,000.00 and $10,000,000.00. Construction/contract completion time is anticipated to take approximately 18 months after notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 236210. The small business size standard is $31.0 million average annual revenue for the previous three years. This action is being procured on a Small Business Set Aside basis in accordance with the Small Business Competitiveness Demonstration Program (Ref: FAR 19.10). The Price evaluation preference for HUBZone small business concerns in accordance with FAR 19.1307 applies. The tentative date for issuing the solicitation is on-or about 16 March 2009. The tentative date for the pre-bid conference is on-or-about 31 March 2009, 10:00 a.m. local time at the 187th Fighter Wing Base Civil Engineer Office. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by 27 February 2009 via e-mail (preferred) to tonja.nummy@us.army.mil or fax to (334)213-7696. The bid opening date is scheduled for on-or about 2 PM central time, 22 April 2009. Actual dates and times will be identified in the solicitation. The Government intends to award without discussions. Interested offerors must be registered in the DOD Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website. The solicitation and associated information minus the plans and specifications will be available from the EBS website http://www.nationalguardcontracting.org/Ebs/AdvertisedSolicitations.asp. All contractors and subcontractors interested in this project must register at this site. The plans and specifications will be available only from the Federal Technical Data Solution (FedTeDS) website on-line at https://www.fedteds.gov/. A link to this site can be found under Plans at the solicitation website. No telephone requests will be accepted. For security reasons all potential offerors, plan rooms and printing companies are required to register in the Central Contractors Registration (CCR) and the Federal Technical Data Solution (FedTeDS) in order to view or download the plans or drawings from the web site. This solicitation is a competitive bid and there will be a formal public bid opening.
