Description
Fleet & Industrial Supply Center Norfolk Naval Shipyard (NNSY) Maritime Industrial Division in Portsmouth, VA hereby gives notice of intent to negotiate and award a sole source contract to Howell Laboratories, Inc., 188 Harrison Road, Bridgton, ME 04009 under the statutory authority permitting other than full and open competition 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 of the Federal Acquisition Regulation (FAR), "Only one responsible source and no other supplies or services will satisfy agency requirements." Using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, the requirement is for the procurement of four (4) Mixed Oxidant Electrolytic Generator (MEDG) potable water disinfectant generators. The anticipated award date will be established in the solicitation. The MEDG is automated, self-contained, hatchable disinfecting equipment designed to convert bacteria-ridden fresh water to usable potable water for shipboa! rd services using an electrolytic process that converts salt to a hypochlorite solution that is then injected into the fresh water system. The contractor will be required to provide various test reports, certifications, proof of inspections and approvals IAW detailed specifications set forth in solicitation N00189-09-T-N060. NAICS Code 333319 applies with a size standard of 500 employees. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETIVE QUOTES. Nothing herein should be misconstrued as a request for proposal. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Important notice: DFAR 252204-7004 REQUIRED CENTRAL REGISTRATION (CCR) applies. Lack of registration on the CCR database will make an offeror ineligible for award. Information regarding CCR may be found at www.ccr.gov. Offeror must have completed its representations and certifications found at http://! orca.bpn.gov.
