Description
REQUEST FOR INFORMATION (RFI) as defined in the Federal Acquisition Regulation (FAR) 15.201(e). NO SOLICITATION DOCUMENT EXISTS. Marine Corps Systems Command (MCSC) is conducting a market survey to obtain information on responsible sources, to include small businesses, which provide Item Unique Identification (IUID) labels. Information requested includes, but is not limited to, the following specific product performance specifications and capabilities:///IUID Data Label Materials///IUID data labels shall be available in several different materials; constructed to accommodate different labeling activities. Discuss the ability to provide the following material choices: photosensitive aluminum substrate, steel, and other metallic material. ///Material Specifications///MIL-STD 130N can be found at http://www.acq.osd.mil/dpap/pdi/uid/attachments/MIL-STD-130N-20080111.pdf. Per MIL-STD 130N paragraph 4.3 labels should last for the normal life expectancy of the item, be capable of withstanding environmental tests, and endure the cleaning procedures specified for the item on which they are affixed. The label shall also be marked in a way that will survive its anticipated life-cycle, up to the point of rebuild per MIL-STD 130N paragraph 4.3a. Discuss available data label color options.///Size///Discuss ability to provide various data label sizes. ///IUID Data Label Attachment Methods///Discuss ability to provide an appropriate adhesive capable of permanently adhering to Chemical Agent Resistant Coating paint, powder coat, bare metal, parkerized metal, and surfaces with residual corrosion inhibitors such as Vapor Corrosion Inhibitors.///Surfaces/Curves///Discuss the ability to provide IUID labels capable of adhering to curved surfaces.///Environmental///IUID labels should be able to be applied in normal or austere environmental conditions.///Facilitating Marking Efforts///Provide information on processes to facilitate marking that will decrease data errors, assist in matching labels to assets, and manage discrepancies to increase efficiency.///Delivery///Discuss present delivery schedules and the ability to deliver IUID data labels to Outside Continental United States and Continental United States locations. The vendor shall be able to preserve and pack items as required by ASTMD 3951-88 "Standard Practice for Commercial Packaging", in accordance with MIL-STD 129 for Marking, Shipment and Storage. See: http://www.acq.osd.mil/dpap/pdi/uid/national_and_international_standards.html///Warranty///Describe warranty for all offered products and services///Vendor Response to this Request for Information///Vendors capable of providing IUID labels that demonstrate the attributes stated above may submit a Capability Statement outlining their ability to accomplish this potential effort, current GSA contract number (if on GSA), commercial availability on delivery and lead times, and warranty terms and conditions. Vendors should submit detailed descriptions of any candidates to include test data, drawings, pictures, brochures, etc. that will convey the operation principles as well as general and specific capabilities behind the submissions. This RFI is for planning purposes only and is not to be construed as a request for proposal or as an obligation of the Government. MCSC will not pay or provide reimbursement for any costs incurred in the preparation or delivery of the response to this RFI. Responses to this RFI must be sent as an e-mail attachment to jennifer.glenn@usmc.mil, and in MS Word format, no smaller than size 11 font, and no longer than 10 pages. In addition to the! capabilities statement, a data CD is acceptable to provide pictures, drawings, and brochures delivered via FedEx, UPS, or DHL to: Commander, MARCORSYSCOM, Attn: Jennifer J. Glenn, 2200 Lester Street, Quantico, VA 22134 no later than 5:00 PM EST, 1 Apr 09. It is requested that within each Capability Statement, include the business size, CAGE Code, DUNS Number, and identify a corporate point of contact. The Government recognizes that proprietary data may be included in the requested information. If included, clearly mark such restricted or proprietary data, and present it as an addendum to the non-restricted/non-proprietary information.
