Description
The National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK), National Institutes of Health (NIH), is conducting a market survey to determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service disabled veteran-owned small businesses and/or HUBZone small businesses capable of support for three clearinghouses and two national education programs. This sources sought announcement is not a request for proposals and the Government is not committed to award a contract pursuant to this announcement. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not pay for any costs incurred in the preparation of information for responding to this market survey. Any proprietary information should be clearly identified as such. The nature of this requirement is to provide direct public inquiry response, materials development and dissemination, database development, meeting and exhibit support, and communications planning and outreach in support of the NIDDK's three legislatively authorized information clearinghouses. In addition, this requirement provides similar support and promotion in the subject areas of endocrine and metabolic diseases and hematologic diseases and will serve as the dissemination arm of the NIDDK's two national education programs. Warehouse facilities for storage and order fulfillment, integrated with the secure server for online ordering and direct inventory management are required within the greater Washington DC commuting area. Full-time permanent writing and inquiry response staff proficient in health and science is also required. Potential organizations must be able to clearly demonstrate expertise and experience in handling materials that facilitate and enhance knowledge and understanding of diabetes, digestive diseases, and kidney and urologic diseases on the part of health professionals, patients, and the public through the effective dissemination of information. Familiarity and capability to operate a large clearinghouse requirement must be shown. General tasks are listed below, but may not be limited to: A. Respond to Information Requests: Responses via telephone, mail, facsimile, and mail from health professionals, the public, the media, and others. B. Develop Materials: Educational fact sheets, easy-to-read booklets, and other media; updates to existing booklets, fact sheets, and web products. C. Maintain Publications Inventory: Printing an estimated 8 fact sheets and 5 booklets each year; update and print the NIDDK catalog twice; copy and distribute about 100 CDs each year that contain information for mass-producing clearinghouse and educational program materials; developing systems for managing inventory levels D. Publish and Maintain All Online Documents: Preparing all new fact sheets, booklets, and other clearinghouse and information service materials for electronic publication on the NIDDK website and ensure all posted publications have been reviewed for scientific accuracy at least once every 2 years or more if science dictates. E. Develop, Support Website; Demonstrate Web Security: Design, implement, and maintain web pages and sites as needed in coordination with the NIDDK home page; must demonstrate full compliance with Health and Human Services Web Policies and Standards and NIDDK Web Procedures. Maintenance of a secure server for online ordering of NIDDK publications (must accommodate secure transactions). F. Receive, Store, and Disseminate Materials: Receive publications from printers, thus requiring personnel for unloading of as many as 50,000 publications at any given time. G. Exhibit Support: Staff exhibit with 1 to 2 people (information specialists or inquiry response staff), reserving space, paying exhibit fees, if any, and paying shipping costs for the exhibit and accompanying materials. Make all arrangements for display of 26 professional meetings; design and production of 4 new exhibits. H. Awareness Campaigns: Plan and execute 4 public health awareness campaigns; write, design, field test, produce, and publish products of the campaign. I. Meeting Support: Handle logistical arrangements for 2 full-day meetings of 20 people each year; including securing conference room space on-site or local, developing an agenda, identifying presenters, notifying panel participants, preparing transportation information, providing audio-visual support. J. Customer Satisfaction Survey: Complete, resume, or renew the information collection survey currently running to solicit the views of customers of clearinghouses on efficiency and value of services received. K. Clearinghouse Products Redesign: Conduct formative research and propose and execute redesign of clearinghouse products. Interested firms responding to this market survey must provide a capability statement demonstrating their experience, skills and capability to fulfill the Government's requirements. The capability statement shall be in sufficient detail, but not to exceed 15 pages, so that the Government can determine the experience and capability of your firm. Five (5) copies are requested. Responses to this announcement should include: (1) name and Address of the Organization, (2) socio-economic status type, (3) point of contact with name, title, phone, fax, and e-mail, (4) DUNS number, (5) contractor capability statement addressing the requirements, (6) list of organizations to whom similar types of services have been previously provided to include contract number, dollar value, and name and phone number of contracting officer. Please Note: All businesses must be registered within the Central Contractor Registration (www.ccr.gov).
