Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation issued as a small business Set-Aside under NAICS 541612 in accordance with the povisions and clauses current with FAC 05-26. The Performance Based Statement of Work is as follows:1.0 INTRODUCTION: 1.1 The Missouri National Guard (MONG) is currently providing personnel support to several Active Component and Reserve Component missions. Existing missions are in support of Operation Iraq Freedom, Operation Enduring Freedom and State emergencies as required. Within the MONG, the State Equal Employment Manager (SEEM), with direction from The Adjutant General (TAG), is responsible for all Equal Employment Opportunity (EEO) and diversity management issues. The positions purpose is to provide guidance and advice to the Adjutant General, senior commanders and managers on statutory requirements relating to the entire EEO program. To assist in this effort, the J1 will utilize a Contract Employee as a Special Assistant (Program Manager/Analyst) to provide continuity of effort and to act as a focal point for a study on Military Personnel Processes Related to Promotion. This position will require significant coordination and management with the Missouri NG, NGB, and HRC (Human Resource Center) to complete the following: Mission Development and Management, Organizational Structure, Oversight of Enlisted Promotion System (EPS), Mobilization/Demobilization of Personnel. Additionally, this position will provide NG leaders with assistance in developing a strategy in conjunction with current Army policy to leverage existing resources to meet current and future mission requirements. Technical Specifications 2.0 The following technical specifications are provided to demonstrate the task environment in which the services will be delivered. The following specifications are not directives on how the services are to be provided but an example of what traditionally has been required to successfully support the task order objective. The contractor is encouraged to surpass the minimal technical specifications as well as demonstrate technical, operational, and administrative expertise to supports all aspects of mobilization for the state Joint Forces Headquarters. 2.1 Personnel issues the Contractor shall: 2.1.1. The Program Manager shall serve as subject matter expert for the Joint Forces Missouri National Guard personnel. Serve as project manager concerning all activities surrounding Missouri National Guard Enlisted and Officer Promotion System. Assists J1 in developing and maintaining the administrative and personnel management automated systems to support the Enlisted Personnel Branch, Officer Personnel Branch and SIDPERS. 2.1.2. Duties include assisting J1 in developing and implementing personnel policy and procedure, provide team member orientation, and career and professional mapping for the Missouri National Guard. Assure that proper, non-discriminatory assignment and utilization criteria is applied to of all soldiers 2.1.3. Contractor shall analysis and provide instruction on personnel procedures related to Missouri National Guard Promotions to ensure procedures do not create a potential for institutinal discriminaton. Prepare and process drafts and working papers, documents, correspondence, reports, and other relevant documents. 2.2 The Contractor shall: 2.2.1Provide liaison and coordinate with all levels of National Guard management, to define and incorporate specific personnel and equipment needs to the Adjutant General with the end state of maintaining the highest level of personnel readiness capable of responding to any State of Federal emergency. 2.2.2Plan personnel support procedures related to maintaining a system of data collection for the promotion process throughout the Missouri National Guard. 2.2.3Formulate and submit budget requirements for the J1 Directorate. Assist the SEEM in developing short, medium, and long-range goals. 2.3 The Contractor shall: 2.3.1. Review forms, reports, and confer with management and users about format, distribution, and purpose, and to identify problems and improvements to facilitate the transformation of the Missouri National Guard promotion system. 2.3.2. Assists the J1 Directorate in contacting and coordinating with National Guard Bureau and the Human Resource Center (HRC) to conduct research, compile information and coordinate JFHQJ1 staff participation in personnel matters affecting the overall promotion system within the Missouri National Guard. 2.3.3. Plan study of work problems and procedures, such as organizational change, communications and information flow in an overall effort to improve the efficiency of the J1 Directorate all the way down to unit level within the Missouri National Guard. 2.3.4 Document findings of study and prepare recommendations for implementation of new systems as it relates to new procedures and organizational change. 2.4 The Contractor shall: 2.4.1 Assist J1 coordinate, develop and refine standard operating procedures for Personnel Policies relating to Missouri National Guard soldiers promotions. 2.4.2 Assist J1 with the development and refinement of the non-commissioned officer career management program with specific milestones. 2.4.3 Provide on-going training, coaching and guidance on personnel related issues and policy interpretation. Contractor shall develop a method that tracks the success of the training program and provides a means to generate new training ideas. 2.4.4Provide oversight and assist the J1 Personnel Office in all matters concerning the Missouri National Guard Enlisted Promotion System (EPS). 2.4.5Assist in completing personnel actions such as promotions, reductions, transfers and separation of soldiers within the Missouri National Guard. 2.5 The Contractor shall: 2.5.1 Produce/assist with report production, research and developing briefings as required. A written monthly In Progress Review detailing all work accomplished and the status of current and projected missions. 2.6Contractor shall provide a closeout report a minimum of 15 days prior to the expiration date of the contract to include any outstanding issues. 3.0 Additional Requirements and Notes: 3.1. A bachelors degree in personnel or human resources or other related field is desired. Minimum of two years experience in applying analytical, technical and effective evaluative methods in the techniques of employment evaluation and promotion systems. Responsible for resource allocation; technical and management oversight, high-level technical expertise and participating in briefings and meetings. Familiar with all Army Regulations and NGB Regulations governing enlisted personnel actions. Frequently provide subject matter expertise in performing technical tasks. Personnel are assigned to complex programs involving multiple tasks. Other combinations of experience and education that meet the minimum qualifications may be substituted. 3.1.1 The Contrator shall have a strong background in all personnel matters effecting Human Resource Management. Knowledge of all aspects of programs, missions, and functions of the State of Missouri Joint Forces Headquarters, National Guard Bureau, and various reserve and active duty components pertaining to career management and development. 3.2 The Contractor shall have the knowledge and experience needed to use the Microsoft Office Suite (Word, Excel, Powerpoint, and Access Database) to support the development and implementation of a Promotion Evaluation System. 3.2.1Service required excellent verbal and written communication skills. 3.2.2Must be capable of one on one instruction with unit personnel. 3.2.3The Contractor shall comply with the following Government directives in order to successfully complete the tasks: "DA Personnel Policy Guidance (PPG) for Contingency Operations in support of GWOT "Army Regulation(AR) 600-8-19 Enlisted Promotions and Reductions "Oversight directives 3.3 Anticipated number of man-hours for this position will be stated in the TORFQ. Work may vary. Average 40 hours per week. Time in excess of 40 hours must be pre-approved by the Contracting Officer. 3.4 Federal position equivalent is GS-12 Program Manager IA. Location of work is JFHQ Missouri National Guard. 3.5 Travel outside the local area is not anticipated. 3.6 Contractor will be provided with adequate office space located at JFHQ J1-HRE, 2302 Militia Drive, Jefferson City, Missouri 65101-1203, including a complete workstation and chair, expendable supplies, computer hardware and software (and support), internet/intranet/Local Area Network (LAN) (and support), telephone and fax, copy machine and printer, mail service and postage. All government furnished supplies and services shall be for official use only. 3.6.1The contractor and Government representative shall conduct an inventory of all Government furnished equipment within ten days of commencement. The contractor shall sign a receipt for all furnished equipment. The contractor and Government representative shall determine the working condition of all equipment. The Government will replace and/or repair any item not in working order. 4. Security Requirements: 4.1 Must have a Secret Security Clearance or be eligible for an Interim Secret clearance. 5. Miscellaneous: 5.1 Refering to the Basic Contract PWS paragraph 7.9; Performance of Services During Crisis Declared by the National Command Authority or Overseas Combatant Commander. Not applicable this Task Order. 5.2 The contractor is cautioned that if off-duty active military personnel are hired under this contract, they may be subject to permanent change of station, change in duty hours, or deployment. Military Reservists and National Guard members may be subject to recall to active duty. The absence of such employees shall not constitute an excuse for nonperformance under this contract. 5.3 Hours of Operation: The contractor shall perform the services required under this contract within core operating hours which are 0800 1630 Monday through Friday. Quality Assurance Plan: The Customer Point of Contact (POC) will monitor contractor performance and complete the Quality Assurance Worksheet provided below on a monthly basis. The Quality Assurance Worksheet will be submitted directly to the Administering Contracting Officer with a copy to the Schedule Holder and the Contracting Officer Representative (COR) following the first month of performance, not later than the 5th day of each month following the service. Future months will be submitted to the Contracting Officer and the Schedule Holder, (and the COR if involvement is warranted; i.e. other than a green rating). The COR will assume a quality performance rating of Green on all measured deliverables unless otherwise notified. The quality rating may change from Green to Red without notice. We anticipate the POC utilizing the Yellow quality rating to alert the contracting office and the COR of quality issues that have the potential for a Red quality rating if corrective action is not taken. At the end of the task order period of performance or annually, the POC will be asked to complete a Quality Performance Review to document the quality performance rating during the performance period. This will be submitted to the Contracting Officer and the COR. The POC may submit a Quality Assurance Worksheet at anytime and as often as necessary to document quality levels. If Contractor response to an identified quality deficiency is unsatisfactory, the Contracting Officer or COR will contact the appropriate Contractor representative to implement a plan of action to remedy the identified deficiency. Contractor's Period of Performance to be a minimum of 30 days from receipt of order. Evaluation Criteria - The Government shall award a contract to the offer that demonstrates they can fulfill the requirement with a qualified person based upon the resume of that individual from their local employee pool. The individual being considered must shall also be required to have a local security check. The contractor must provide reference concerning their past performance - Identify the company or agency, provide and individual's name and telephone number that can address your ability to provide quality temporary employees. Pricing. Technical ablility of the contractor and the employee to be considered and past performance of the company are significantly more important than price in determining the sorce for this require.
