Description
The U.S. Department of Homeland Security (DHS) is seeking qualified sources in anticipation of a future requirement including small business. The US Department of Homeland Security invites all interested parties to submit a written response to this Request for Information (RFI). 1.0PURPOSE AND OBJECTIVES The Department of Homeland Security has a requirement to support the safe use of the internet. Prospective firms or organizations must have the capability to work with Government, industry, academia, and non-profit organizations to create public cyber security awareness, tools and campaigns and promote the best resources available for helping cyber security awareness for home users, K-12 education systems, higher education and small business communities. Prospective firms must have the capabilities to provide key audiences with: •The necessary tools to secure their part of cyberspace, •Support initiatives to generate awareness of cyber security, •Advance cyber workforce development and influence behavior of computer users. 2.0PROJECT DESCRIPTION Prospective firms must have the capabilities to educate Americans on the need for cyber security and to encourage all computer users to secure their computer networks and systems. Responders must described their established relationships with industry, government, academia and other non-profit organizations as well as having a track record for successfully driving awareness and responses to pressing cyber security issues. The responder must indicate the depth of its experience in successfully working as a neutral third party to coordinate activities with multiple entities. Prospective firms must have the capability to assist DHS in implementing recommendation A/R 3-1 of the President’s National Strategy to Secure Cyberspace: DHS, which involves working in coordination with appropriate federal, DHS, and local entities and private sector organizations. The contractor must have the capability to facilitate a comprehensive national cyber security awareness campaign including audience specific awareness materials. 3.0RFI RESPONSE INSTRUCTIONS Interested parties having the expertise and capabilities are invited to submit detailed information discussing their capabilities by 4:00 pm EST on Tuesday March 24, 2009. No cost or pricing is required. This is not a solicitation. This Request for Information (RFI) is issued solely for informational, market research, and planning purposes only. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the Department of Homeland Security is not seeking proposals at this time. Respondents are advised that the Government will not pay for any information or administrative cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this RFI. Responses to the RFI will not be returned. Please be advised that all submissions become Government property and will not be returned. This RFI is being sought strictly for the purpose of gaining knowledge of services and solutions available and should not be construed as intent, commitment, or promise to acquire services, or solutions offered.
