- The Mission and Installation Contracting Command Fort Belvoir Va, intends to negotiate a firm-fixed price contract on a sole source basis with Mr. Paul Schneider. Pursuant to FAR 6.302-1, only one responsible Source and no other supplies or services will satisfy agency requirement, under the authority of 10 U.S.C. 2304 (c)(1). The contactor will conduct an independent study of Program Executive Office (PEO) Soldier programs and responsibilities. The study will assess at a minimum, the following areas: development of requirements; flow of requirements to contractual specifications; selection of contract types; contract scope and management; technical and management processes; adequacy of existing workforce; processes and procedures for testing, acceptance, fielding, and sustainment. As the study deems appropriate, the contractor will also assess and recommend improvements to any other aspect of PEO Soldier responsibilities and operating principles, including intergovernmental and industry relationships. The North American Industry Classification Systems (NAICS) code for this requirement is 541618 with a standard size of $7.0 million. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If you feel that your firm possesses the ability to provide these requirements, then you must respond by demonstrating your firms technical capability to meet this requirement by 23 March, 2009, 8:00 AM Eastern Time to ruth.l.kelly@us.army.mil.
